LAGOS – The Lagos State Ministry of Establishments and Training on Friday launched a new in-house capacity building programme, called “Establishments Clinic”, under its Sharing and Learning Platform initiative. The programme is aimed at providing ministry staff with updated knowledge on rules, circulars, and administrative procedures that govern public service operations.
The Permanent Secretary of the Ministry, Mrs. Olubusola Abidakun, who was represented by the Director of Establishments, Mrs. Olubukonla Olagbaju, explained that the programme is intended to ensure officers are informed about policies relevant to personnel administration and human resource management.
According to the Permanent Secretary, staff who are not well-acquainted with existing regulations may not provide accurate guidance during Personnel Management Board meetings. The programme will take place monthly and will feature speakers from within the civil service who are familiar with public administration guidelines.
The first session recorded full attendance from ministry officers. Participants were briefed on current circulars, administrative rules, and procedures essential for handling personnel issues, including appointments, promotions, transfers, and disciplinary processes. Topics covered also included compliance with service-wide policies, record-keeping practices, and methods for maintaining alignment with government regulations.
The Ministry noted that the initiative is part of efforts to standardize procedures and ensure staff have a consistent understanding of policies across different departments. Officers were given the opportunity to ask questions and seek clarification on specific processes that they encounter in their daily work.
By establishing the monthly programme, the Ministry aims to create a recurring platform for staff to receive updates and guidance directly from experienced personnel. Participants are expected to apply the knowledge gained to their duties, particularly in decision-making processes and advisory roles during board meetings and administrative functions.
The “Establishments Clinic” is designed to address gaps in knowledge that could affect service delivery and administrative compliance. Officers attending the session were required to engage actively, with presentations, discussions, and practical examples illustrating the application of policies in day-to-day operations.
The Ministry did not specify any assessment or evaluation mechanism for the programme, but the structured monthly schedule suggests a continuing focus on policy awareness and administrative compliance.
This initiative is expected to continue in subsequent months, providing a platform for knowledge sharing, discussion of procedural updates, and clarification of existing administrative guidelines for Lagos State civil service officers.
