Governor Radda Launches Katsina Startup Council, Sets ₦250m Fund to Drive Digital Innovation

In a major step toward building a digitally empowered and innovation-driven economy, Governor Dikko Umar Radda has inaugurated the Katsina State Council for Digital Innovation and Entrepreneurship, making Katsina the first state in Nigeria to fully domesticate and institutionalize the Startup Law.

Governor Radda described the development as “a proud and defining moment” for the state, noting that the initiative reflects a long-term vision of unlocking the potential of young innovators, entrepreneurs, and startups across Katsina.

The Governor recalled that the journey began earlier this year with the signing of the Katsina State Startup Bill into law — a legislative milestone that established a framework to support startups, streamline regulations, and foster collaboration among government, academia, and the private sector.

“This milestone did not happen overnight,” Radda stated. “It is the product of vision, planning, and deliberate policy actions aimed at translating innovation into inclusive growth.”

Since the bill’s passage, the Katsina State Directorate of Information and Communication Technology (KATDICT) has been driving multiple programmes to connect innovation with opportunity — including startup incubation, acceleration initiatives, and partnerships with leading tech hubs.

Governor Radda said these efforts were already yielding visible results, with Katsina-based startups gaining national and international recognition.

The newly inaugurated Startup Council will serve as the central coordinating body for digital policy, entrepreneurship, and innovation in the state, uniting key stakeholders such as government officials, investors, industry players, and research institutions under one shared agenda.

To further support innovation and enterprise, the Governor announced the creation of the Katsina Startup Grants and Investment Fund, with a guaranteed annual budget of ₦250 million to help early-stage businesses scale and compete globally.

“The Katsina Startup Law is not just a policy document; it is an engine for economic transformation,” the Governor said. “Our goal is to build an economy where young people turn ideas into thriving enterprises, where innovation drives job creation, and where technology becomes a tool for prosperity, peace, and progress.”

Governor Radda also confirmed that he will personally chair the Startup Council, ensuring transparency, accountability, and measurable outcomes in the implementation of the state’s digital policies.

He concluded by reaffirming his administration’s commitment to building a sustainable future powered by innovation and driven by the creativity of the youth.

“Katsina is ready for the future — one powered by innovation, driven by youth, and sustained by enterprise,” he declared.
