Presidential Adviser Highlights Need for Effective Policy Implementation at OSGF Sectoral Retreat

The Special Adviser to the President on Policy and Coordination, Bala Usman, was a key resource person at the Sectoral Retreat organized by the Office of the Secretary to the Government of the Federation (OSGF). The retreat, themed “Strengthening Coordination for Results: Aligning Mandates with Presidential and Service Priorities for Effective Policy Implementation”, brought together heads of agencies and top government officials to discuss strategies for enhancing synergy across Ministries, Departments, and Agencies (MDAs) in delivering on the President’s Eight Priority Areas under the Renewed Hope Agenda.

During her session on “Strengthening Interagency Collaboration for Effective Policy Implementation,” Bala Usman emphasized that government effectiveness is measured not by the number of policies created but by the ability to translate those policies into tangible outcomes that improve the lives of citizens. She highlighted the pervasive “implementation gap,” where policies are announced and resources expended, yet the desired results remain elusive due to fragmented execution and weak coordination.

To address this challenge, Bala Usman explained that the administration has operationalized a Results Delivery Framework (RDF), anchored on alignment, accountability, and collaboration across all MDAs. Through the Central Results Delivery Coordination Unit (CRDCU), her office has driven initiatives such as the realignment of ministerial deliverables, digitized performance tracking, quarterly performance assessments, and the development of a Public Policy Lab to enhance evidence-based policymaking.

The Special Adviser concluded by underscoring the importance of teamwork, discipline, and a shift toward managing by results rather than by rules. She urged all agencies to view themselves as part of a single ecosystem working toward national priorities, stressing that strengthened coordination can transform governance into a strategic engine of change, moving Nigeria from mandates to measurable impact for the benefit of all citizens.
