Governor Chukwuma Charles Soludo, CFR, on Monday, 25th November 2025, presented the draft 2026 Budget of Anambra State, titled “Changing Gears 3.0: Solution Continues,” to the State House of Assembly in Awka. The budget totals ₦757.88 billion, reflecting a 24.1% increase over the 2025 budget, with 79% allocated to capital projects aimed at delivering tangible results for Ndi Anambra.
In his address, Governor Soludo expressed gratitude to Anambra residents for re-electing him and his deputy, Dr. Onyekachukwu Ibezim, with a historic 73% of the vote, emphasizing that the government’s “Solution must continue.” He also commended the Assembly for its support and legislative productivity, noting past achievements such as the passage of landmark bills.
The Governor highlighted the administration’s vision for Anambra as a smart mega city by 2070, noting progress across the five pillars of his manifesto: Security; Infrastructure and Economic Transformation; Human Capital and Social Agenda; Governance; and Environmental Sustainability.
On security, Soludo reported significant improvements, particularly in Ihiala LGA, and reiterated zero tolerance for criminality, cultism, touting, and harmful traditional practices.
Infrastructure development remains a key focus, with over 900 km of roads under construction, 600 km already asphalted, eight bridges completed, and the Ekwulobia Flyover operational. Major projects like the Aroma Link Bridge, the new Government House and Governor’s Lodge (“Light House”), and the Solution Fun City leisure complex have been completed. Other projects, including a 10-storey 5-star hotel, Awka City Park, and Agulu Lake Beach Resort, are ongoing.
In education, the Governor highlighted the employment of over 8,000 teachers, increased enrollment in public schools, and the rollout of 22 pilot smart schools, restoring public education to national prominence.
Healthcare interventions include free antenatal and delivery services for over 161,000 women, commissioning of four General Hospitals, and modernization of 326 Primary Health Centres. The Trauma Centre at COOU Teaching Hospital and the upcoming Coordinated Wholesale Centre in Oba were also cited as major achievements.
Youth empowerment remains central, with 13,300 young entrepreneurs trained under the One Youth, Two Skills programme and 95,735 youths trained in digital skills under the Solution Innovation District (SID) initiative.
The 2026 Budget also maintains fiscal discipline, projecting a deficit of ₦225.7 billion to be financed through hybrid options, including internally generated revenue and possible concessionary borrowing for bankable projects. Governor Soludo emphasized that at least 70% of the budget is dedicated to security, infrastructure, and human capital development, signaling a strong focus on long-term growth and the well-being of Ndi Anambra.
