Abuja — The Office of the Secretary to the Government of the Federation (OSGF) has unveiled a major push to fully digitise its records and administrative processes, marking a significant milestone in Nigeria’s drive toward more efficient, transparent and technology‑driven governance.
The pledge was reiterated by Senator George Akume, Secretary to the Government of the Federation (SGF), as the OSGF formally commenced the transition to a digital records management system with the launch of the 1‑Government (1Gov) Cloud Enterprise Content Management System (ECMS) in Abuja. The initiative positions the OSGF at the forefront of digital transformation within the federal civil service, strengthening workflow efficiency and reducing reliance on paper‑based procedures.
Speaking at the flag‑off ceremony, Akume emphasised that the new system will enhance service delivery, improve decision‑making and support real‑time coordination of government policies and programmes. The SGF highlighted the need for a modern records management approach given the OSGF’s central coordinating role in the implementation of government decisions across ministries, departments and agencies (MDAs).
“Our processes will be faster, more reliable and better aligned with the demands of contemporary public administration,” Akume said, noting that the ECMS platform will automate workflows, enable electronic approvals and ensure secure access to records across the federal civil service framework. The launch of the system reflects ongoing efforts to migrate from analogue to digital processes, reduce paperwork, and strengthen accountability in the administrative apparatus of government.
The digital transformation project forms part of the broader Federal Civil Service Strategy and Implementation Plan (FCSIP 2025), which prioritises the adoption of technology to improve governance outcomes nationwide. The initiative aligns with a wider federal policy aimed at achieving a fully paperless civil service by the end of 2025, a target shared by several key agencies already transitioning to the One Gov Cloud platform.
The Head of the Civil Service of the Federation, Dr. Didi Esther Walson‑Jack, who officially flagged off the deployment, commended the OSGF for embracing a platform that promises enhanced accountability, improved information security and streamlined administration. She stressed that digital systems would be a central driver of public sector efficiency, making government operations more responsive and accessible to citizens.
Officials noted that the ECMS will allow the OSGF to manage the creation, storage, indexing and retrieval of government records electronically, enabling rapid collaboration across agencies and secure long‑term archiving. The integrated system is expected to reduce processing times for government correspondence, memos, approvals and policy documentation, while facilitating more accurate monitoring of implementation outcomes.
OSGF’s digitisation efforts build on earlier initiatives, including workshops for senior staff focused on records management and automated work processes aimed at preparing the agency for a paperless future. In June 2024, the OSGF signalled its commitment to migrating from manual to digital processes through training designed to equip managers with the skills needed to implement digital records management systems.
The transformation drive also reflects a wider federal government agenda to optimise public sector operations and reduce inefficiencies associated with traditional paper‑based workflows. Ministries such as Humanitarian Affairs, Defence and Youth Development have already launched similar digital platforms, adding momentum to the overarching national digitalisation objective.
By fully digitising records and processes, the OSGF hopes to strengthen institutional memory, reduce administrative bottlenecks, and increase transparency in government business — core elements expected to enhance governance outcomes and public trust in state institutions. Observers say the initiative underscores a broader shift toward modern, technology‑enabled governance that could improve service delivery and the coordination of national development priorities across the Nigerian federation.
