
The National Emergency Management Agency (NEMA) has called on states to adopt proactive and sustained measures in disaster risk reduction, stressing the importance of building resilience ahead of emergencies.
Director General of NEMA, Mrs. Zubaida Umar, made the call on Monday, September 22, 2025, during the official opening of the Emergency Preparedness Response (EPR) Project in Kano State. Represented by the Director of Planning, Research and Forecasting, Dr. Onimode Abdullahi Bandele, she reaffirmed NEMA’s commitment to strengthening disaster mitigation and empowering sub-national governments to effectively undertake their responsibilities in risk management.
Mrs. Umar commended the Kano State Government for its commitment to disaster preparedness, noting that Kano was selected as one of seven pilot states for the World Bank–supported project because of its forward-looking approach. She explained that the initiative seeks to strengthen early warning systems, enhance community resilience, and improve timely response to emergencies such as flooding.
Governor Abba Kabir Yusuf, represented by the Commissioner for Humanitarian Affairs and Poverty Alleviation, Alhaji Adamu Aliyu Kibiya, restated his administration’s resolve to protect lives and property through deliberate and strategic prevention measures. He highlighted ongoing interventions to mitigate recurring flooding in vulnerable communities and assured continuous collaboration with the Federal Government and development partners.
World Bank Senior Disaster Risk Management Specialist, Mr. Francis Nkoka, said the project would help identify Kano’s peculiar disaster risks and strengthen coordination among stakeholders. He emphasized the need for synergy between government institutions, communities, and partners to ensure a sustainable emergency preparedness framework.
The event, which brought together senior officials from Kano State, NEMA, the World Bank, and other stakeholders, was described as a major step forward in establishing stronger emergency response mechanisms in the state.
