Federal Civil Service Holds Strategic Retreat on Personnel Audit and Skills Gap Analysis

The Federal Civil Service has launched a high-level, three-day strategic retreat aimed at harmonising methodologies for the Personnel Audit and Skills Gap Analysis (PASGA), a key reform under the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25).

The retreat, held from September 11 to 13, convenes Permanent Secretaries, representatives from the Office of the Auditor General for the Federation, members of the Steering and Implementation Committees, retired senior civil servants, and consulting teams from Phillips Consulting Limited, along with fifteen Cluster Consultants who will carry out fieldwork across Ministries, Departments, and Agencies (MDAs).

In her opening remarks, Mrs. Didi Esther Walson-Jack, Chairperson of the Steering Committee, emphasized the strategic significance of the retreat. She described PASGA as a critical tool for creating a credible personnel database capturing skills, competencies, and workforce distribution, going beyond mere staff counts.

“This retreat is a decisive step in our ongoing reforms to reposition the Federal Civil Service under President Bola Ahmed Tinubu’s Renewed Hope Agenda. The goal is a practical, unified methodology that supports evidence-based planning, targeted training, efficient deployment, and transparent succession management,” Mrs. Walson-Jack said.

Permanent Secretary, Common Services Office, Dr. Danjuma Usman Kalba, described the retreat as “a defining moment in our collective journey to reposition the Federal Civil Service,” noting its alignment with the Eight-Point Priority Agenda of the President and its importance for sustainable workforce planning and service delivery.

Also speaking, Dr. Foluso Phillips, Chairman of Phillips Consulting, highlighted the initiative’s focus on Civil Servants themselves. He stressed that while previous reforms targeted systems and structures, PASGA invests directly in people, enhancing their competence, character, and overall capacity to drive effective governance.

The PASGA initiative is expected to generate a comprehensive workforce profile to guide recruitment, training, deployment, and career progression within the Federal Civil Service, ultimately fostering a stronger, more responsive, and future-ready public service.

Participants at the retreat include members of the Steering and Implementation Committees, Lead and Cluster Consultants, resource persons, and other key stakeholders committed to advancing Civil Service reforms.
