
The Integrated Personnel and Payroll Information System (IPPIS) Steering Committee convened a high-level meeting on Thursday, September 11, 2025, in Abuja, bringing together key stakeholders to reaffirm the Federal Government’s commitment to transparent, efficient, and accountable payroll management in the Public Service.
The meeting was chaired by the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, who also serves as the Chairperson of the IPPIS Steering Committee. In her opening remarks, she welcomed participants and described the gathering as a pivotal moment in the drive to strengthen integrity within Nigeria’s Federal Public Service.
“The Steering Committee is the highest decision-making body for IPPIS and holds a critical responsibility. Decisions taken here will shape the future of the platform and the credibility of Nigeria’s personnel and payroll management system,” Mrs. Walson-Jack stated.
She emphasized that the Office of the Head of the Civil Service of the Federation (OHCSF), as a statutory control agency for IPPIS, is responsible for leading the Human Resource (HR) Module. She highlighted that accurate HR data is essential for building a transparent, efficient, and reliable payroll system, cautioning that lapses could undermine trust and accountability across the Public Service.
Mrs. Walson-Jack noted that IPPIS aligns with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), particularly its digitalization pillar, which automates HR and payroll processes to eliminate waste and enhance efficiency. She added that these objectives support President Bola Ahmed Tinubu’s Renewed Hope Agenda, which emphasizes a leaner and more responsive government.
The HCSF urged Steering Committee members to base deliberations on good governance, due process, and the national interest, warning against duplication of roles or arbitrary decisions that could compromise the system. She also reaffirmed OHCSF’s commitment to collaborate with all partners while maintaining leadership and oversight of human resource matters to safeguard the integrity and sustainability of the IPPIS platform.
In conclusion, Mrs. Walson-Jack encouraged participants to engage with clarity, boldness, and unity of purpose, expressing confidence that IPPIS will endure as a legacy of reform, transparency, and accountability for future generations.
