The National Drug Law Enforcement Agency (NDLEA) has reiterated its stance on cannabis oil, supporting its controlled and regulated export to foreign markets while maintaining a firm opposition to local consumption. The declaration was made by NDLEA Chairman, Col. Muhammad Abdallah Marwa (rtd), during a stakeholders’ workshop on Wednesday, October 8, 2025, in Abuja, organised by the Nigerian Academy of Science under the theme “Cannabis Oil Debate: The Path Forward for Nigeria.”
Marwa stressed that Nigeria must make evidence-based decisions on cannabis oil, balancing its potential medicinal benefits against health risks, misuse, and public safety concerns. “Cannabis oil may have medicinal properties worth exploring, but its unregulated use poses serious risks, especially for young people,” he said, highlighting the country’s high rates of substance abuse and the dangers of uncontrolled production and consumption. He also explained that NDLEA’s position aligns with ongoing scientific studies led by the Nigerian Academy of Science to provide clear guidance on policy decisions.
The NDLEA boss further outlined initiatives to mitigate the negative consequences of illicit drug cultivation, including the Alternative Development Project, aimed at addressing poverty, unemployment, and underdevelopment that drive illegal cannabis production. Experts at the workshop, including Prof. Oye Gureje of the University of Ibadan, reinforced the importance of caution, noting limited medical benefits but serious mental health risks from recreational cannabis use. Participants called for a collaborative approach to craft policies that protect public health while exploring regulated economic opportunities through export.
The workshop concluded with a consensus on the need for evidence-driven decisions and strengthened regulation, ensuring that Nigeria benefits from the emerging cannabis oil market without compromising public safety.
