NDPC Strengthens Ties with Zambian Data Protection Agency at DGA Summit 2025

Representatives of the Nigeria Data Protection Commission (NDPC) have reinforced international collaboration on data protection by paying a courtesy visit to the Office of the Data Protection Commissioner (ODPC) in Lusaka, Zambia, during the ongoing Digital Government Africa (DGA) Summit 2025.

The NDPC delegation, led by Ms. Ibukunoluwa Owa from the Legal, Enforcement and Regulation Department, said the visit followed Commissioner Likando Luywa’s earlier trip to Nigeria and was aimed at deepening bilateral engagement between the two agencies. Ms. Owa highlighted the success of the Public-Private Partnership (PPP) model implemented by NDPC, which has significantly advanced data protection initiatives across Nigeria.

Commissioner Luywa welcomed the NDPC team and praised the progress made since his previous visit, noting that the ODPC has been making substantial strides in aligning with international best practices. He further revealed plans to send a Zambian team to Nigeria to understudy NDPC’s compliance and enforcement mechanisms, demonstrating a strong commitment to knowledge sharing and regional collaboration.

The discussions also explored key issues around data protection and privacy governance at regional, continental, and global levels. Both parties identified opportunities for deeper cooperation, including the formalisation of their partnership through a Memorandum of Understanding (MoU) to ensure structured collaboration and mutual growth in data protection standards.

The meeting underscores the growing importance of cross-border collaboration in digital governance, highlighting how agencies in Africa are working together to strengthen privacy, compliance, and regulatory frameworks in an increasingly data-driven world.
