The Federal Government has taken a decisive step towards strengthening the nation's preventive health system by unveiling 14 new curricula for Higher National Diploma programmes in environmental health technology, public health technology, and epidemiology and disease control technology. The Environmental Health Council of Nigeria, the regulatory body for the profession, made the announcement on Thursday in Abuja, marking what officials described as the most significant reform in environmental health education in decades.
The curricula, developed in collaboration with the National Board for Technical Education and other stakeholders, are designed for implementation across Nigerian polytechnics and monotechnics. Dr Yakubu Baba, Registrar and Executive Officer of EHCON, said the unveiling represented a milestone in environmental health education and public health development. He explained that the reform was the outcome of years of consultation, technical review, and collaboration among regulatory and educational institutions.
The review was necessitated by the need to reposition environmental health education to address emerging national and global challenges. According to Baba, the new curricula mark a fundamental shift from broad-based training to specialised, competency-driven professional education. Students will be equipped with scientific knowledge, practical skills, modern techniques, professional ethics, and technological capabilities.
The EHCON boss outlined the broad scope of the programmes, stating that they are designed to produce highly skilled professionals capable of contributing to improved sanitation, food safety, waste management, pollution prevention and control, disease surveillance, and climate-change mitigation and adaptation. He added that the programmes would also improve occupational health and safety and protect communities from environmental health risks.
The initiative aligns with the Renewed Hope Agenda of the Federal Government, particularly its focus on human capital development, skills acquisition, disease prevention, environmental sustainability, and improved quality of life. Baba noted that the reform also supports relevant Sustainable Development Goals on health, zero hunger, water and sanitation, sustainable communities, climate action, and partnerships.
He commended the NBTE, technical experts, curriculum developers, professional associations, and academics for their contributions, describing the collaboration as a demonstration of the importance of partnerships between regulatory and educational institutions in achieving national objectives. He urged provosts, lecturers, and instructors of polytechnics, monotechnics, and other approved institutions to ensure effective implementation of the curricula.
Baba stressed that institutions must provide qualified lecturers, laboratories, modern equipment, teaching materials, field-training opportunities, and conducive learning environments. He said EHCON would work with the NBTE and participating institutions to organise capacity-building and train-the-trainer programmes. The programmes would strengthen teaching competencies and promote uniform implementation of the curricula nationwide.
The council would support institutional readiness assessments, programme accreditation, quality assurance, monitoring, and periodic curriculum reviews. Baba called for stronger partnerships among training institutions, industry, government agencies, and communities to ensure that classroom learning translated into practical experience. EHCON would also encourage the integration of digital technologies, entrepreneurship, innovation, and applied research into programme delivery.
"Our graduates must not only be employable; they must also be capable of creating employment, developing practical solutions and providing professional services that address environmental and public health needs within their communities," Baba declared.
He acknowledged that successful implementation would require adequate funding, institutional commitment, and sustained stakeholder cooperation. He appealed to the Federal and State Governments, educational institutions, development partners, and the organised private sector to support laboratories, equipment, digital learning facilities, scholarships, research grants, and practical training opportunities.
"Environmental health professionals occupy a strategic position in Nigeria's preventive health system," Baba said. "Strengthening their education and professional competence will directly contribute to reducing preventable diseases, improving productivity and building healthier and more resilient communities".
The reform effort has been in the works for some time. In May 2026, EHCON and NBTE announced the unbundling of the existing Higher National Diploma programme from four National Diploma programmes into 14 specialised, skills-based areas in environmental health and public health across Colleges of Health Sciences and polytechnics nationwide. After three years of planning, students can now specialize in critical areas like climate change response, waste management, food safety, and public health risk prevention.
Baba said EHCON remained committed to ensuring that the curricula produced professionals who were technically competent, ethically responsible, innovative, and capable of responding to society's evolving needs. The unveiling of the 14 HND programmes represents a significant investment in Nigeria's human capital and a recognition that the nation's environmental and public health challenges require a workforce equipped with specialised, practical skills. As Baba aptly noted, the success of the initiative will depend on sustained commitment from governments, institutions, and private sector partners. For a country grappling with sanitation deficits, disease outbreaks, and the impacts of climate change, the reform could not have come at a more critical time.
