The Federal Government has successfully mediated between the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) and Dangote Refinery and Petrochemicals Limited, ending the strike that began on September 29, 2025.

Following government intervention, PENGASSAN has started the process of calling off the strike, while Dangote Refinery is relocating disengaged staff to other companies within the Dangote Group without loss of pay. The conciliation, initiated by the Minister of Labour and Employment, Mohammed Maigari Dingyadi, addressed the union’s threats to halt gas supply and withdraw services nationwide.

The meeting, which started at the Minister of Labour’s office and continued at the Office of the National Security Adviser, emphasized that unionization is a legal right that must be respected. Dangote management agreed to promptly transfer affected staff, ensuring no worker faces victimization due to the dispute. PENGASSAN committed to ending the strike in good faith.

High-level government officials, including the Ministers of Finance, Budget and Economic Planning, State for Labour, Directors General of DSS and NIA, and representatives from petroleum regulatory bodies, participated to ensure a thorough resolution.

While PENGASSAN cited the disengagement of over 800 members as the reason for the strike, Dangote explained the staff changes were part of ongoing organizational restructuring. Both parties have now agreed to move forward collaboratively, prioritizing industrial peace and uninterrupted refinery operations.
