The Rivers State Government has terminated the ₦134 billion contract awarded to China Civil Engineering Construction Corporation (CCECC) for the renovation and furnishing of the State Secretariat Complex in Port Harcourt.
The government has also directed the construction firm to refund the ₦20 billion mobilization fee previously paid for the now-cancelled project.
The decision was reached on Thursday during the first State Executive Council meeting held after the state’s emergency rule, presided over by Governor Siminalayi Fubara at the Government House, Port Harcourt.
Briefing journalists after the meeting, Dr. Honour Sirawoo, Permanent Secretary, Ministry of Information and Communications, said the move demonstrates the government’s commitment to transparency, accountability, and the prudent use of public funds.
“The Council resolved to terminate the contract and ordered that the ₦20 billion mobilization fee paid to the contractor be refunded immediately,”
Sirawoo stated.
He further disclosed that the Council approved the establishment of Computer-Based Test (CBT) Centres across all 23 Local Government Areas and the three senatorial districts to improve the conduct of recruitment examinations, school testing, and digital literacy programmes.
Additionally, the Council revalidated the bidding process for shoreline protection and reclamation projects in Opobo/Nkoro and Ogba/Egbema/Ndoni Local Government Areas, while mandating urgent intervention to tackle flash floods and poor waste management in the state.
Governor Fubara reaffirmed his administration’s dedication to accountability, infrastructure renewal, and environmental protection, emphasizing that all projects under his leadership would be guided by public interest, fiscal discipline, and sustainable development.
