The Federal Government of Nigeria has issued a request for Expressions of Interest (EOI) for the engagement of a public relations firm to support the implementation of the Investment in Digital and Creative Enterprises (iDICE) Programme. This initiative is part of a broader effort to strengthen communication, stakeholder engagement, and visibility for one of Nigeria’s key programmes aimed at transforming the digital and creative sectors.

The iDICE Programme is co-financed by the African Development Bank, Agence Française de Développement, and the Islamic Development Bank, in partnership with the Federal Government of Nigeria. The programme is designed to foster entrepreneurship, promote innovation, generate employment, and create an enabling environment for digital and creative enterprises across the country.

The Bank of Industry, acting as the Programme Coordination Unit and executing agency, will oversee the engagement of a qualified public relations firm. The selected firm will be responsible for delivering strategic communications that advance the objectives of iDICE, enhance the programme’s visibility, and facilitate meaningful engagement with government agencies, international partners, private sector stakeholders, and the wider public.

Key responsibilities of the PR firm will include strategic communications planning, government relations, partnership development, organisation of stakeholder engagement sessions, and crisis communications management. The firm will also monitor and evaluate the impact of communications efforts to ensure effectiveness and continuous improvement.

Eligible firms are expected to have a strong track record of working with government institutions, development partners, and private sector organisations. Experience with Nigeria’s digital and creative sectors, as well as familiarity with international development communication standards, will be essential. Firms are required to submit comprehensive EOIs including organisational profiles, relevant experience, technical expertise, financial capacity, and references.

The iDICE Programme aims to address critical challenges in Nigeria’s digital and creative ecosystem, including skills gaps, limited access to early-stage financing, and regulatory constraints. By supporting startups and early-stage enterprises, the programme seeks to build a vibrant ecosystem that empowers young Nigerians and drives sustainable economic growth.

This call for Expressions of Interest represents a strategic step in mobilising professional communications support to amplify the impact of the iDICE Programme. It reflects the Federal Government’s commitment to transparency, professionalism, and effective stakeholder engagement in implementing development interventions that can deliver long-term socio-economic benefits.
