The Kano State Executive Council has declared the practice popularly known as "Daba" a deviant and unacceptable social act, directing security agencies and relevant government institutions to intensify enforcement against the practice across the state. The decision was among key policy resolutions reached during the 40th Executive Council meeting chaired by Governor Abba Kabir Yusuf on Thursday, July 23, 2026. Announcing the outcome of the meeting, the Commissioner for Information and Internal Affairs, Comrade Ibrahim Abdullahi Waiya, said the government resolved to take decisive measures to curb the growing menace in the interest of public peace and security.
"Council declared the practice popularly known as 'Daba' a deviant and unacceptable social act. Consequently, all security agencies and relevant government institutions have been directed to intensify enforcement measures and collaborate in curbing the menace in order to safeguard public peace, security and social order across the state," Waiya said. The declaration marks a significant escalation in the state government's efforts to tackle the long-standing challenge of violent youth gangs that have terrorised communities across Kano for years.
Daba has continued to be one of the major security challenges facing Kano State, with groups of youths from different neighbourhoods frequently engaging in violent clashes and launching attacks against one another. The violence has resulted in the loss of lives in areas such as Dorayi, Kofar Nassarawa, Kofar Dan'agundi, Kasuwar Rimi, Hotoro, Zage, Kofar Mata, and several other communities. The gangs, often armed with dangerous weapons and under the influence of illicit substances, have created an atmosphere of fear and lawlessness in many parts of the state.
The crackdown on Daba comes just days after Governor Yusuf signed an Executive Order declaring a state of emergency on drug abuse and trafficking in the state. The governor had earlier maintained that provisions of Section 97A of the Penal Code Law of Kano State and CAP 89 of 1991 empower him to declare the menace unlawful. Under the Executive Order, a task force has been mandated to identify, map, and dismantle all Daba Gang hideouts, illicit drug dens, and territorial enclaves in the state, as well as arrest and prosecute gang leaders, members, sponsors, and financiers involved in drug-related crimes.
The Executive Order also prohibits the sale of illicit drugs and unregistered pharmaceutical products without valid prescriptions, while imposing movement restrictions in identified drug abuse hotspots, banning movement in affected areas between 6:00 p.m. and 10:00 a.m. Governor Yusuf also announced that Certificates of Occupancy of properties used for the sale and trafficking of illicit drugs will be revoked. The state government has also approved the transmission of several health-related bills to the Kano State House of Assembly, including the review of the Kano State Primary Health Care Management Board Law, the upgrade of the School of Hygiene to the Kano State College of Public Health Sciences, and the conversion of the Schools of Health Technology in Kano and Bebeji into colleges of health sciences and technology.
The Executive Council's declaration and the accompanying enforcement measures represent a comprehensive approach to tackling the intertwined challenges of drug abuse, youth violence, and social disorder in Kano State. The decision has been widely welcomed by residents and community leaders who have long called for decisive action against the Daba menace. As security agencies begin to implement the new directives, the government has warned that anyone found engaging in the practice will face the full weight of the law. The success of the crackdown will depend on effective enforcement, community cooperation, and sustained efforts to address the root causes of youth involvement in violent gangs, including poverty, unemployment, and drug abuse.
