Governor Ahmadu Umaru Fintiri of Adamawa State has pledged to fast-track the issuance of a Certificate of Occupancy (C of O) for the newly established 10 Division of the Nigerian Army, promising to complete all legal documentation and land allocation processes within two weeks. The commitment was made on Thursday, August 6, 2026, during a meeting with a high-level delegation from the Nigerian Army Headquarters at the Government House in Yola. The 10 Division, which will be headquartered in Jalingo, is expected to oversee military operations in Adamawa and Taraba states as part of a broader federal initiative to strengthen security in the North-East region.
Governor Fintiri disclosed that the state government would allocate between 100 and 300 hectares of land for the establishment of military formations and training facilities. The army authorities had reportedly requested 300 hectares of land to accommodate the new division, and Fintiri assured the delegation that the state would meet their requirements. He described the creation of the 10 Division as a strategic Federal Government initiative aimed at strengthening security operations across Adamawa, Taraba, and the wider North-East, particularly in communities threatened by insurgency, banditry, and cross-border crimes. He noted that Adamawa's long international border with Cameroon makes an expanded military presence critical to tackling emerging security challenges and safeguarding lives and property.
To fast-track the project, Fintiri assured the Army that survey plans, legal documentation, and other land allocation processes would be concluded within two weeks to enable the immediate commencement of the division's infrastructure. "Our administration remains fully committed to supporting the Nigerian Armed Forces and other security agencies in sustaining the peace currently enjoyed in Adamawa State while creating a secure environment that promotes economic growth and development," Fintiri said. He also urged the military to intensify operations against criminal elements and consolidate peace, not only in Adamawa and Taraba but across Gombe and other parts of the North-East.
Speaking earlier, Major General Ime Basi, who led the delegation on behalf of the Chief of Army Staff, Lieutenant General Waidi Shaibu, said the new division would increase troop presence in strategic areas and enhance the protection of lives and property in Adamawa and Taraba states. He disclosed that the assessment team was constituted by the Nigerian Army Headquarters following President Bola Ahmed Tinubu's approval for the establishment of the 10 Division to strengthen military operations in the region. According to him, the team is mandated to identify strategic locations for the immediate deployment of troops and the establishment of operational bases capable of responding swiftly to security threats.
Major General Basi said the delegation would inspect proposed sites in Yola, Ganye, Gombi, Mubi, and Madagali Local Government Areas to determine the most suitable locations for military formations that can effectively project forces to vulnerable border communities. He appealed to the Adamawa State Government to provide temporary land to facilitate the immediate take-off of the formations while permanent barracks and other facilities are being developed. He noted that the service would require vast expanses of land for permanent barracks, training grounds, operational facilities, and other supporting infrastructure, stressing that such facilities should be located away from densely populated areas. He also requested the deployment of officials from the Adamawa State Survey Department to work with Army survey teams in mapping, demarcating, and processing all legal documents, including Rights of Occupancy and Certificates of Occupancy, for the proposed sites.
The planned Army 10 Division is expected to strengthen military operations, improve troop mobility, reinforce border security, and enhance rapid response to security threats across Adamawa, Taraba, and the North-East. President Bola Tinubu recently approved the expansion of the Nigerian Army from eight to twelve divisions, adding the 5th, 9th, 10th, and 83rd divisions, alongside the recruitment of 28,000 fresh personnel. The establishment of the 10 Division in Jalingo is part of this major restructuring, which also includes the creation of the 9 Division in Ilorin for Kwara and Niger states, and the 83 Division in Benin City for Edo, Delta, and Bayelsa states. The new divisions are expected to significantly enhance command and control, improve operational coordination, strengthen border security, facilitate faster deployment of troops and resources, and increase the Nigerian Army's capacity to respond decisively to emerging and evolving security threats across the country.
