The Independent National Electoral Commission has thrown open the doors of its recruitment portal for what will be the largest mobilisation of temporary election workers in Nigeria's history. On Friday, September 18, 2026, at 8:00 a.m., the INEC Portal for Recruitment of Election Staff, known as INECPRES, went live, inviting applications from Nigerians seeking to serve as ad hoc personnel for the 2027 general elections. The commission plans to engage approximately 1.4 million ad hoc staff who will be deployed across more than 176,000 polling units nationwide for the two rounds of elections. The Presidential and National Assembly elections are scheduled for January 16, 2027, while the Governorship and State Houses of Assembly elections will hold on February 6, 2027.
The scale of the recruitment is unprecedented. INEC Chairman, Professor Joash Amupitan, had earlier disclosed the commission's intention to deploy 1.4 million ad hoc staff, a figure that underscores the logistical enormity of conducting elections in Africa's most populous nation. The recruitment covers five distinct categories of election personnel: Supervisory Presiding Officers, Presiding Officers, Assistant Presiding Officers, Registration Area Centre Managers, and Registration Area Technical Support personnel, commonly known as RATECHs. Each category carries specific eligibility requirements, and the commission has advised applicants to carefully check the criteria for their preferred position before submitting an application.
For Supervisory Presiding Officers, INEC is targeting eligible personnel from the Federal Public and Civil Service as well as other Ministries, Departments and Agencies. Public-sector employees on Grade Level 10 to 14 are among those listed, subject to applicable requirements. Serving members of the National Youth Service Corps are also eligible under specified conditions, while former corps members may qualify if their service falls within the period prescribed by INEC. The commission has listed 2024, 2025 and 2026 as qualifying service years for certain former corps members. For Presiding Officers and Assistant Presiding Officers, eligible students of Federal and State tertiary institutions are among those who can apply, with requirements differing according to applicants' years of study and other conditions. Permanent staff of Federal and State MDAs holding OND or NCE qualifications are also included under the applicable conditions, with different salary-grade requirements, including GL 07–10 and GL 07–14, depending on the category.
Registration Area Centre Managers will be drawn from schools and other institutions designated to serve as RACs or Super RACs. The head of a school or an eligible staff member of the institution hosting the RAC may qualify, provided the other requirements are met, with the applicable requirement being Grade Level 07 and above. The RATECH category is intended for applicants with relevant ICT and technical backgrounds. Eligible applicants include suitable INEC ICT personnel at the state and headquarters levels who are not engaged in other duties, as well as IT students of Federal and State tertiary institutions. Former corps members within the commission may also qualify where applicable.
The application window will remain open until midnight on Wednesday, November 18, 2026, giving interested Nigerians a full two months to complete their applications. Prospective applicants must visit the INECPRES portal through the official INEC website, carefully read the eligibility requirements for their chosen position, select their category, and complete the registration by entering the required personal, educational and employment details. The commission has emphasised that eligibility depends on the position being applied for, the applicant's educational background, institution, employment status and other specified conditions.
The massive recruitment drive comes amid heightened scrutiny of INEC's preparedness for the 2027 elections. The commission has faced criticism over its reliance on ad hoc staff, with Senator Victor Umeh, representing Anambra Central, urging INEC to recruit and train more permanent personnel to handle elections rather than depending on temporary workers. However, the use of ad hoc staff has been a longstanding feature of Nigeria's electoral process, with corps members, students and civil servants forming the backbone of polling unit operations. In August 2026, INEC announced plans to deploy over 1.4 million corps members as ad hoc staff for the polls, underscoring the commission's dependence on the NYSC scheme for election manpower.
The 2027 elections will be conducted under the shadow of significant security challenges. Banditry, kidnapping and insurgency continue to threaten large swathes of the North-West, North-East and North-Central regions. In August alone, bandits killed dozens of residents in Plateau, Sokoto and Niger states, abducted more than 60 worshippers from a mosque in Borgu, and ambushed travellers on highways. The abduction of 15 NYSC members travelling from Bayelsa to Abuja sent shockwaves across the country, raising urgent questions about the safety of election officials who will be deployed to remote and vulnerable areas. The military has recorded operational successes, including the rescue of the abducted corps members and the neutralisation of hundreds of terrorists, but the attacks have continued unabated.
The recruitment of 1.4 million ad hoc staff also comes against the backdrop of concerns over the integrity of the electoral process. INEC has faced allegations of partisanship and logistical failures in recent elections, including the Osun governorship poll in August 2026, where the commission dismissed claims of ghost and hired voters but acknowledged operational challenges. The credibility of the 2027 elections will depend heavily on the training, supervision and conduct of the ad hoc staff who will manage polling units across the country. INEC has said it will train and deploy the recruited personnel for specific electoral assignments, after which they will be disengaged.
For the 1.4 million Nigerians who will be recruited, the opportunity represents more than just temporary employment. It is a chance to participate in the democratic process at the most granular level, to ensure that votes are counted and that the will of the people is respected. For INEC, it is a logistical gamble of immense proportions, one that will determine whether the 2027 elections are remembered for their credibility or their chaos. The portal is open.
