Abia State Governor Signs Mini Grid Regulation, Unlocks Electricity Market for Investors

His Excellency Dr. Alex C. Otti, Executive Governor of Abia State, has formally signed the Abia State Mini Grid Regulation, establishing a regulatory framework that opens the state’s electricity market to competent investors and development partners.

The adoption of this regulatory framework is based on the new legal provisions empowering sub-national governments, private investors, and institutions to invest across the electricity value chain. The regulation aims to extend electricity access to millions of people, particularly those in underserved and unserved communities.

Governor Otti explained that the framework promotes the use and adoption of alternative energy solutions for both domestic and commercial purposes. “The regulation provides a clear structure for decentralised energy solutions, addressing technical and commercial questions from investors and consumers. It defines the roles and responsibilities of all stakeholders and establishes efficient dispute resolution mechanisms,” he said.

Acknowledging the support of President Bola Ahmed Tinubu GCFR, Governor Otti noted that the amended Electricity Act 2023 has decentralised Nigeria’s electricity sector, allowing sub-national governments to actively shape their energy future. As a result, the Abia State Electricity Regulatory Agency (ASERA) was established to assume regulatory oversight in line with the Act’s mandate, positioning Abia State as a leader in energy governance.

Governor Otti also expressed gratitude to the Honourable Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday, and his team for their collaboration with relevant stakeholders to ensure timely completion of the exercise.

“This regulation unlocks opportunities for small businesses, improves public services, and lays the foundation for inclusive growth and sustainable development across our communities,” he added.
