The Bayelsa State Ministry of Labour, Employment and Productivity, in collaboration with the National Directorate of Employment (NDE), has commenced the second phase of the Renewed Hope Employment Initiative, targeting over 21,000 unemployed persons across the state.
This was disclosed in a statement issued by the Commissioner for Labour, Employment and Productivity, Hon. Odoko Saturday Omiloli, who noted that the programme is designed to reduce unemployment by equipping young people with relevant vocational and entrepreneurial skills.
According to the commissioner, the initiative will engage 21,782 participants in various skill acquisition programmes under four major categories: Vocational Skills Development (VSD), Agricultural Training, Special Public Works (SPW), and Small Scale Enterprise (SSE) development.
> “This programme is a crucial step in addressing unemployment and building capacity among our youth,” Hon. Omiloli stated. “It offers practical training in trades that will make beneficiaries economically independent.”
Areas of Training
Vocational Skills Development will cover courses under the Basic National Open Apprenticeship Scheme (B-NOAS), including fashion design, catering, electrical installation, make-up, cap making, computer skills, soap production, and special fashion training for persons with disabilities.
Agricultural programmes will include:
Sustainable Agricultural Development Training Scheme (SADTS)
Community-Based Agricultural Training Scheme (CBATS)
Micro/Livestock Agricultural Training Scheme (MATS)
Organic Agricultural Training Scheme (OATS)
Small Stock Goat Production Training Scheme (SSGPTS)
Fish Production Training Scheme (FPTS)
Special Public Works components include the Graduate Attachment Programme (GAP), Graduate Coaching Scheme (GCS), Artisan-in-Collaboration Construction Employment Scheme (ACCES), Environmental Beautification Training Scheme (EBTS), and Solar Energy Training Scheme (SETS).
Under Small Scale Enterprises, trainees will be introduced to business creation schemes such as Start Your Own Business (SYOB), NDE-Enterprise and Finance Counseling Clinics (NDE-EFCC), Micro Enterprise Enhancement Scheme (MEES), and the Women Employment Branch (WEB) for female entrepreneurs.
Eligibility and Registration
Interested applicants must:
Be indigenes of Bayelsa State
Be between the ages of 16 and 40
Not have participated in similar programmes in the past
Registration is ongoing at the Ministry’s Secretariat Annex and the NDE Office at the Federal Secretariat Complex, Yenagoa. Online applications can also be submitted at nderegistrationportal.ng.
Deadline for registration is Monday, August 11, 2025.
The Commissioner urged eligible residents to take advantage of the opportunity, reiterating the state government’s commitment to youth empowerment and sustainable economic development.
