RMAFC Leads Inter-Agency Verification of Contested Oil and Gas Wells in Nigeria

Following petitions from some governors regarding the rightful ownership and territorial boundaries of certain crude oil and gas assets, the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), in collaboration with sister agencies, has begun the process of identifying and verifying newly drilled oil and gas wells within disputed areas.

The Inter-Agency Technical Committee, chaired by RMAFC Chairman Mohammed Shehu, commenced verification with the Aneize oil field within OML 143, as well as the Eyine and Ameshi fields, currently contested by Anambra and Delta States. The committee comprises representatives from RMAFC, the Nigerian Upstream Petroleum Regulatory Commission, the Office of the Surveyor-General of the Federation, and the National Boundary Commission.

Chairman Shehu explained that the mapping and verification exercise aims to resolve longstanding disputes among affected states. Both Anambra and Delta were represented by surveyors to observe the process. The verification team embarked on a boat journey through the Delta State end of the River Niger to visit the ANIEZE Oil and Gas Flow Station OML 143, operated by SEEPCO, an Indian company.

On the second day, the committee visited Ogwuikpere and Ogwuaniocha communities in Ogbaru LGA of Anambra State. The exercise, which relies heavily on geospatial data provided by the Nigerian Upstream Petroleum Regulatory Commission, will validate and plot locations spanning from 2017 to the present.

According to the committee’s itinerary, similar verification tours will extend to Akwa Ibom, Bayelsa, Ondo, and Edo States, where other oil and gas wells are subject to inter-state disputes. The initiative underscores the government’s commitment to resolving ownership conflicts through data-driven, transparent, and collaborative approaches.
