PENGASSAN Directs Halt of Gas Supply to Dangote Petroleum Refinery

The Petroleum & Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has issued a directive to its branches to stop gas supply to the Dangote Petroleum Refinery following a labor dispute.

In a letter dated September 26, 2025, and signed by Comrade Lumumba Ighfemun Okugbawa, General Secretary of PENGASSAN, the union instructed all relevant branches to immediately cut off gas deliveries to the refinery. The directive comes after Dangote Petroleum Refinery allegedly disengaged union members, which the association described as an infringement on workers’ constitutional rights to union representation.

The union accused the refinery management of spreading misinformation and propaganda to justify its actions, and emphasized that the order to stop gas supply is effective immediately. The letter specifically addressed all PENGASSAN branches, including TotalEnergies, Seplat Producing, Renaissance, Chevron, Oando, Shell Nigeria Gas, and NGIC branches.

“All crude oil supply valves to the Refinery should be shut. The loading operation for vessels headed there should be halted immediately,” the directive stated. The union also instructed branch chairmen to report promptly on the progress of implementing the directive.

PENGASSAN concluded the communication with a rallying cry: “Injury to one! Injury to all!”, reaffirming its commitment to protect the rights of its members.

The move is expected to escalate tensions between labor unions and management at the refinery, potentially impacting operations if the directive is fully enforced.
