Kaduna State, Gates Foundation Sign Landmark Accountability Framework to Drive Development

Kaduna State has taken a significant step toward sustainable development with the signing of the Kaduna Mutual Accountability Framework (KaMAF), a strategic partnership with the Bill & Melinda Gates Foundation. The agreement was formalised in New York on the sidelines of the 80th United Nations General Assembly, with Governor Uba Sani signing on behalf of Kaduna State and Mr. Uche Amaonwu, Country Director for Nigeria, signing for the Foundation.

This partnership marks the first time in nearly a decade of the Gates Foundation’s engagement in Kaduna that a comprehensive and institutionalised framework for collaboration and accountability has been established. The framework is designed to shift the focus from intentions to tangible outcomes, emphasising transparency, mutual responsibility, and citizen-centred governance. It builds on the foundations laid by the Kaduna State International Development Cooperation Framework, reflecting a deliberate approach to measurable impact.

KaMAF sets out a clear agenda for transformative results across critical sectors. It aims to strengthen healthcare systems, with a focus on primary healthcare, maternal and child health, and disease prevention. In agriculture, it seeks to boost productivity through sustainable practices, improved access to technology, and better market linkages. The framework also highlights the importance of reliable data to inform decision-making, reinforces fiscal responsibility through transparent budgeting, and promotes inclusive economic empowerment, prioritising initiatives that enhance women’s opportunities and household resilience.

Governor Uba Sani described the partnership as a testament to the power of strategic collaboration guided by accountability. He emphasised that the framework positions Kaduna State on a path toward a more inclusive, resilient, and prosperous future, ensuring that progress is not merely aspirational but tangible for all communities.

Observers note that KaMAF could serve as a model for other Nigerian states seeking to align development initiatives with measurable outcomes and strong governance principles, particularly in sectors critical to human and economic development.
