Ondo State Directs Daily ₦1,000 Levy on Sand Mining Operations

The Ondo State Government has instructed sand mining operators across the state to commence immediate payment of a ₦1,000 daily development levy as part of efforts to support the state’s infrastructural and economic initiatives.

The directive was issued by the Honourable Commissioner for Energy and Mineral Resources, Engr. (Dr.) Johnson Jaiyeola Alabi, during a meeting with state executive members of the Union of Tipper and Quarry Employers of Nigeria (UTQEN), Laterite Suppliers, and Sand and Quarry Suppliers of Nigeria.

Engr. Alabi emphasized that the implementation of the levy had been long overdue, noting that delays could impede the state’s developmental agenda. He clarified that the levy is designed to create a mutually beneficial framework for both the government and operators, stressing that the Aiyedatiwa-led administration’s intention is not to burden industry players but to ensure sustainable development.

The Commissioner announced that the ₦1,000 daily levy is effective immediately, while a ₦1,000 per trip levy will be introduced starting November 1, 2025. He encouraged operators to formally register any grievances to ensure that concerns are communicated to the Governor for review. “Let us begin implementation immediately. If there are concerns or grievances, please register them officially so they can be communicated to Mr. Governor,” Engr. Alabi stated.

Responding, the President of the Association, Engr. Wale Adebisi, expressed appreciation to the Commissioner for his patience and understanding. He explained that internal challenges and ongoing stakeholder deliberations had delayed compliance but assured the government of the association’s readiness to implement the directive. He also noted that decisions in the sector involve multiple players, including drivers, quarry operators, tipper owners, suppliers, and loaders, making coordinated communication critical.

Present at the meeting were key officials including the Permanent Secretary of the Ministry of Energy and Mineral Resources, Alhaji Olabode Yusuf; Director of Mineral Resources, Mr. Abiodun Jones; Deputy Director, Engr. Bidemi Oladapo; as well as quarry consultants and members of the industry associations.

The Ondo State Government reaffirmed its commitment to transparency, stakeholder engagement, and economic growth while urging operators to comply promptly with the new levy structure to support sustainable development across the state.
