The National Drug Law Enforcement Agency (NDLEA) has clarified that statements made by its Chairman and CEO, Brigadier General Mohamed Buba Marwa (Rtd), regarding the export of cannabis oil were personal opinions and do not represent the Federal Government’s official stance. Brig Gen Marwa made the remarks during a workshop organized by the Nigerian Academy of Science in Abuja on Wednesday, October 8, 2025, themed “Cannabis Oil Debate: The Path Forward for Nigeria.”
While emphasizing that the NDLEA is not opposed to exploring cannabis oil exports to generate foreign exchange, the agency reaffirmed its continued opposition to local use due to existing laws and the high prevalence of drug abuse in Nigeria. The clarification stresses that the agency’s viewpoint was part of a broader discussion involving multiple stakeholders and should not be interpreted as government approval.

The NDLEA highlighted that it commissioned the ongoing study on cannabis oil in collaboration with the Nigerian Academy of Science, and policy decisions will ultimately depend on the final recommendations submitted by NAS to the Federal Government. This statement aims to prevent misinterpretations suggesting that cannabis oil export has already been sanctioned, a decision reserved exclusively for government authorities after careful consideration of all expert inputs.
