Fubara Gives Contractor One-Month Ultimatum to Complete Woji–Aleto–Alesa–Refinery Road Project

Rivers State Governor, Sir Siminalayi Fubara, has given Raffoul Nigeria Limited, the contractor handling the 6.5-kilometre Woji–Aleto–Alesa–Refinery link road, a one-month deadline to complete the project or face immediate contract termination.

Governor Fubara issued the warning during an inspection visit to the project site on Friday, October 10, 2025, expressing strong dissatisfaction with the contractor’s slow pace of work despite repeated government support and financial adjustments.

According to the governor, the project, which was first awarded in June 2020, has faced unnecessary delays, even after the state government approved two contract variations to facilitate progress. He said recent reports submitted by the Sole Administrator during the state’s emergency administration, Vice Admiral Ibok-Ete Ibas (rtd), revealed that the contract had previously been revoked due to poor performance, a decision he might be forced to reaffirm if the current situation persists.

“I am highly disappointed with the level of work done here,” Governor Fubara said. “This project has dragged on for too long, and the contractor has received more than enough time and financial adjustments to finish the job. If I do not see meaningful progress within one month, I will have no choice but to terminate the contract.”

Beyond the construction delays, the governor also condemned illegal dredging activities taking place along the Woji River, close to the project’s bridge section. He warned that such actions posed a serious environmental and structural threat, insisting that his administration would not tolerate practices that endanger public safety.

“How can anyone be dredging so close to a bridge?” he questioned. “This is a final warning. If I find anyone continuing this activity, the government will take drastic action.”

The Woji–Aleto–Alesa–Refinery link road—which includes a 200-meter bridge—is designed to serve as a major alternative route to the East-West Road, easing transportation challenges and boosting economic connectivity in the area. When completed, the road is expected to improve access between Woji, Aleto, Alesa, and the Port Harcourt Refinery, supporting both industrial and community development across the Rivers State axis.

Governor Fubara reiterated his administration’s determination to ensure accountability in all ongoing projects, emphasizing that the era of non-performing contractors would no longer be tolerated.

“My administration is focused on delivering results, not excuses,” he stated. “We are committed to infrastructure that improves people’s lives, and any contractor who cannot meet that standard will be replaced.”
