Abuja, October 13, 2025 — Global human rights watchdog, Amnesty International, has expressed deep concern over the recent clemency and pardons granted by President Bola Ahmed Tinubu’s administration to individuals convicted of human rights violations in Nigeria.
In a statement released on Monday, the organization said the government’s decision to extend pardons to such offenders could undermine justice, accountability, and the rights of victims and their families.
According to Amnesty International, the move “appears to prioritise the perpetrators of human rights crimes over the victims,” adding that the exercise fails to promote access to justice or effective remedies for those who suffered abuses.
“These pardons have the potential to weaken the rule of law, obstruct the truth, and deny victims the reparations they deserve,” the statement read.
The group warned that such actions could entrench a culture of impunity and discourage future accountability for serious human rights abuses, including those involving torture, extrajudicial killings, and other grave violations.
Amnesty International called on President Tinubu to reconsider the decision and ensure that justice remains at the heart of Nigeria’s human rights policy.
“President Bola Tinubu should reverse these pardons and uphold the rights of victims and their families,” the organization urged.
The rights body further emphasized that granting clemency to individuals convicted of such serious offenses contradicts Nigeria’s obligations under both national and international human rights laws, which require states to ensure justice and reparations for victims.
