The Minister of Environment, Balarabe Abbas Lawal, has unveiled the Second Edition of the Subnational Climate Governance Performance Ranking (SCGPR 2.0) in Abuja — a landmark report assessing and ranking how Nigeria’s states are addressing the growing challenges of climate change.
Speaking at the official launch, the Minister emphasised that while climate change is a global concern, the most effective and sustainable solutions often start at the local level. He highlighted that state and local governments are uniquely positioned to drive impactful, data-driven climate action since they are closest to the affected communities.
According to Lawal, the SCGPR 2.0 is designed to promote transparency, accountability, and healthy competition among states. It serves as both a benchmark for progress and a policy guide to improve climate adaptation strategies, mobilise resources, and attract green investments nationwide.
He reaffirmed the Ministry’s unwavering commitment — under the leadership of President Bola Ahmed Tinubu — to continue supporting states through capacity building, enhanced data systems, and sustainable financing mechanisms. The Minister further urged subnational leaders to prioritise community participation, decarbonisation, and the creation of green jobs, noting that inclusive engagement remains crucial for long-term impact.
“This report is not a verdict but a map to guide us toward a low-carbon future,” Lawal said.
The launch of the SCGPR 2.0 marks a significant milestone in strengthening Nigeria’s climate governance framework and empowering states to build a resilient, sustainable, and inclusive future in the face of escalating environmental challenges.
