Lagos State Emerges Top Performer in 2025 Subnational Climate Governance Ranking

Lagos State has been declared the leading state in Nigeria’s 2025 Subnational Climate Governance Rating and Ranking exercise for the second year running. The announcement was made during the public presentation of the report in Abuja, highlighting Lagos’ continued leadership in climate action at the subnational level.

The Minister of Environment, Balarabe Lawal, revealed that Lagos scored 315 points out of a possible 360, placing it ahead of Katsina and Kaduna, which scored 310 and 305 points respectively. Engr. Olakunle Rotimi-Akodu, Special Adviser to the Lagos State Governor on the Environment, noted that the recognition underscores the state’s commitment to sustainable and inclusive climate policies. He highlighted that Lagos’ proactive measures are driven not by awards but by the need to address the severe environmental challenges posed by its population density, geographical vulnerabilities, and the impacts of climate change.

The annual ranking assesses state-level climate governance across institutional arrangements, policy frameworks, action plans, budget allocations, implementation and monitoring of programs, and public communication on climate issues. Lagos’ performance reflects its consistent efforts to strengthen climate resilience and promote sustainable development across the state.
