The Inspector-General of Police, Olatunji Rilwan Disu, on Tuesday, September 1, 2026, launched two major technology-driven initiatives—the NPF Vigilant App and the NPF–MTN Closed User Group (CUG) Network—at the Force Headquarters in Abuja, while issuing a firm directive that the deployment of these tools must not come at the expense of citizens' fundamental rights.
Unveiled at the NPF Conference Centre, Jabi, the Vigilant App is a citizen-facing platform designed to facilitate the prompt reporting of suspected financial fraud. Developed by the Force ICT Department in collaboration with stakeholders in the financial services ecosystem, the app allows users to submit reports, upload supporting evidence like documents and screenshots, track the progress of their cases, and receive feedback directly from the police. The second initiative, the NPF–MTN CUG Network, is a dedicated communication platform intended to provide police personnel across the country with secure, affordable, and on-net connectivity to enhance emergency coordination, information sharing, and operational response.
Speaking at the event, Disu described the two platforms as "practical steps" in the Force's digital transformation drive, stressing that they would strengthen public engagement and make the police more connected, responsive, and effective. He noted that the Vigilant App would deepen the police's engagement with citizens by creating an accessible channel for reporting financial crimes, while the CUG Network would improve internal communication, particularly in situations requiring rapid coordination.
However, Disu was emphatic that technological advancement in policing must never come at the expense of citizens' rights. "Technology is an important enabler of professional policing, but its deployment must be subject to appropriate safeguards and guided by respect for privacy, data protection, and accountability," he said. He reiterated that the Force's digital transformation agenda was not just about deploying new tools but about using them to improve service delivery while maintaining public trust.
The IGP also reaffirmed the Force's commitment to sustained collaboration with relevant institutions and private-sector partners to improve public safety and strengthen national security. The event was attended by representatives of the Central Bank of Nigeria, the Presidential Committee on Economic and Financial Inclusion, the Police Service Commission, the Nigeria Inter-Bank Settlement System (NIBSS), financial institutions, fintech companies, MTN Nigeria, Vigilant Technology Limited, and other key partners.
Deputy Inspector-General of Police in charge of Information and Communication Technology, Fayoade Adegoke Mustapha, said the launch reflected the Force's determination to deploy practical, technology-driven solutions to improve service delivery and support police personnel. He urged Nigerians to download the NPF Vigilant App from the Google Play Store and Apple App Store and to use the platform responsibly when reporting suspected financial fraud.
