
The Federal Government has kicked off a major reform initiative aimed at transforming the Nigerian Civil Service, with the inauguration of Steering and Project Implementation Committees for a Service-wide Personnel Audit and Skills Gap Analysis.
The exercise, inaugurated on Tuesday, August 26, 2025, by the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, is designed to create a modern, efficient, and digitally driven Civil Service in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
Mrs. Walson-Jack explained that the audit will verify the true size and structure of the workforce, build a digital personnel database linked to National Identification Numbers (NIN) and Bank Verification Numbers (BVN), and eliminate ghost workers. She added that the reform will also highlight current and future skills gaps in areas such as ICT, project management, finance, and data analysis.
“This exercise is not punitive but developmental. It will reposition the Federal Civil Service to deliver effectively today while preparing for the demands of tomorrow,” the HCSF said.
She noted that the initiative will help strengthen human resource management systems, improve training programs, enhance efficiency, and close financial leakages within government operations.
The Steering Committee, chaired by the HCSF, includes senior officials from the OHCSF, Permanent Secretaries, the Accountant-General of the Federation, the Budget Office, and representatives from the Presidency. Its role is to set policy direction and ensure alignment with the Civil Service Strategy and Implementation Plan (2021–2025).
The Project Implementation Committee, led by the Permanent Secretary of the Common Services Office, will oversee the technical and operational aspects of the audit, including data collection, compliance monitoring, and timely reporting.
Both committees were charged to begin immediate work, with the Implementation Committee expected to deliver within four months, while the Steering Committee is to conclude within six months.
