North East Governors Reaffirm Unity, Set Agenda on Security, Flood Response, Agriculture, and Energy

The North East Governors’ Forum (NEGF), made up of the Governors of Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe States, has pledged renewed commitment to tackling shared challenges and strengthening cooperation for the peace, security, and economic progress of the subregion.

The governors met in Jalingo, Taraba State, for the Forum’s 12th meeting, where they reviewed pressing issues confronting the Northeast and adopted a joint communiqué to guide collective action.

Speaking at the close of the meeting, Forum Chairman and Governor of Borno State, Professor Babagana Umara Zulum, CON, said the unity of purpose among member states remains the strongest weapon for addressing insecurity, humanitarian needs, and development gaps in the region.

The Forum acknowledged the gains made by security forces in the fight against insurgency but expressed concern that the Northeast continues to grapple with humanitarian pressures and decaying infrastructure. The governors emphasized that peace must go hand in hand with rebuilding communities and restoring livelihoods.

Climate change also dominated discussions, with credible forecasts warning of impending flood disasters in the region. The Forum urged proactive flood-control measures, including robust sensitization for residents along flood plains, while calling on the Federal Government and the North East Development Commission (NEDC) to expedite reconstruction of key infrastructure, particularly damaged bridges and rural access roads.

Agriculture, a lifeline for millions in the subregion, was another major focus. The governors decried the rising cost of inputs, warning of potential negative impacts on next year’s harvest. To avert a food crisis, they pressed for expanded subsidies, as well as stronger support for dry season farming to boost output and stabilize food supply.

In an effort to stimulate trade and economic integration, the Forum announced that the North East Trade Fair will be held in Maiduguri, Borno State, in December 2025, in partnership with the North East Chamber of Commerce, Industry, Mines, and Agriculture (NECCIMA). The event is expected to create opportunities for businesses and foster regional cooperation.

On energy, the governors recommitted to reducing “energy poverty” across the region, emphasizing the need to expand renewable options such as solar power. They directed the Committee on Power and Energy to develop a comprehensive subregional master plan to guide investments and ensure sustainable electricity supply for homes, businesses, and industries.

The Forum also extended congratulations to the University of Maiduguri as it marks its golden jubilee this year. The governors pledged to support the anniversary celebrations and the re-launch of the University’s Endowment Fund scheduled for November 2025, recognizing the institution’s role as a cornerstone of education and research in the subregion.

The meeting concluded with an agreement to reconvene in Maiduguri from December 12th to 14th, 2025, where further progress on the resolutions will be reviewed.
