The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) is seeking stronger collaboration with the Japan International Cooperation Agency (JICA) to enhance its fiscal capacity, particularly in staff training and institutional support for optimal revenue mobilization.
The Chairman of RMAFC, Dr. Mohammed Bello Shehu, OFR, made this call during a courtesy visit to JICA Nigeria's office in Abuja on Monday, August 4, 2025. The visit, he explained, was a follow-up to earlier engagements and a deliberate move to explore new technical partnerships to support the Commission’s core mandate.
> “We believe JICA’s expertise in fiscal modeling, institutional reform, and technology-driven solutions can provide the Commission with the tools it needs to optimize revenue collection and allocation,” Dr. Shehu stated.
Reinforcing Fiscal Efficiency and Accountability
Dr. Shehu emphasized the dual responsibilities of RMAFC—to monitor accruals and disbursements from the Federation Account, and to advise federal and state governments on fiscal efficiency and revenue generation strategies.
He noted that the Commission is under increasing pressure to block revenue leakages and expand national income sources, and that JICA’s global experience could assist in enhancing fiscal governance, transparency, and staff capabilities.
The RMAFC Chairman also highlighted the agency's current initiatives, which include:
Development of sectoral fiscal models
Strengthening ICT infrastructure
Study tours for exposure to global best practices
Dr. Shehu sought JICA’s assistance in several areas, including customized training programs, provision of monitoring tools, staff sponsorship for international study visits, and participation in global conferences relevant to RMAFC’s mandate.
JICA Responds with Optimism
Responding on behalf of the JICA Nigeria Chief Representative, Mr. Susumo Yuzurio, Senior Representative Mr. Tetsuya Yamamoto expressed readiness to engage with RMAFC in areas aligned with JICA’s mission.
> “JICA is committed to building a foundation for sustainable economic growth in Nigeria by strengthening fiscal institutions, improving governance capacity, and promoting transparency in public finance,” Yamamoto affirmed.
He outlined JICA’s broader cooperation focus in Nigeria, including:
Agricultural development
Improvement of the business environment
Institutional strengthening
Health and education systems enhancement
Yamamoto emphasized that JICA is open to supporting initiatives that promote inclusive and stable development, and that align with both organizations' long-term goals.

The meeting concluded with a mutual agreement to continue dialogue and work toward establishing technical and operational frameworks to move the collaboration from conversation to implementation.
