
The Edo State Government, through the Directorate of Corporate Change Communication and Performance Management, has conducted first and second quarter performance appraisals of Ministries, Departments and Agencies (MDAs), aimed at assessing the execution of government policies, plans and programmes, as well as their impact on the lives of residents.
The appraisal sessions, held on September 19, 2025, at the John Odigie Oyegun Public Service Academy in Benin City, were presided over by the Head of Service (HOS), Dr. Anthony Okungbowa, who urged MDAs to embrace accountability and continuous improvement in alignment with Governor Monday Okpebholo’s SHINE Agenda.
Dr. Okungbowa emphasized that performance reviews would no longer be treated as ceremonial but as a vital tool for driving reform and delivering measurable results. He cautioned against excuses for underperformance, stressing that the focus must remain on tangible outcomes that improve citizens’ quality of life. According to him, MDAs that performed below expectation still have opportunities for improvement in subsequent reviews.
Commending the Directorate of Corporate Change Communication and Performance Management for coordinating the exercise, the HOS praised its Permanent Secretary, Dr. Joy Akhigbe, and her team for delivering a meticulous, data-driven process. Dr. Akhigbe explained that the appraisals were designed to reconcile government targets with actual achievements, providing a basis for future planning and ensuring accuracy, accountability, and transparency across the system.
The state government maintained that the quarterly reviews would remain an integral part of governance, ultimately ensuring the seamless execution of the SHINE Agenda and fostering a culture of responsibility among all MDAs.
