The Nigeria Civil Aviation Authority (NCAA) has completed a comprehensive review of its Policy and Procedure Manual for Regional Offices, a reform the agency says is aimed at improving operational efficiency, regulatory consistency, and institutional coordination across its nationwide structures.

The review process was formally concluded on April 13, 2026, during a presentation ceremony held at the NCAA headquarters in Abuja, where senior officials and representatives from various directorates and regional offices gathered to mark the completion of the updated framework.

The exercise was overseen by the Director of Human Resources and Administration, Dr. (Mrs) Anastasia Gbem, who chaired the event on behalf of the Authority’s leadership. The review committee responsible for the updated manual was inaugurated in February 2026 as part of broader efforts to align the agency’s internal procedures with evolving operational demands in Nigeria’s aviation sector.

According to officials, the revised manual reflects structural changes within the NCAA and incorporates new operational realities affecting aviation regulation in the country. The review also seeks to ensure compliance with the Standards and Recommended Practices of the International Civil Aviation Organization, which serves as the global benchmark for aviation safety and regulatory oversight.

The committee that developed the updated document included representatives from all major directorates within the Authority, as well as regional managers drawn from operational offices in Abuja, Lagos, Port Harcourt, Kano, Kaduna, and Enugu. This broad representation, according to the NCAA, was intended to ensure that the revised procedures reflect both headquarters policy direction and field-level operational experience.

Key changes in the updated manual include the integration of newly established directorates within the Authority’s structure. These include the Directorate of Public Affairs and Consumer Protection, the Directorate of Legal Services, the Directorate of Aviation Security, and the Directorate of Corporate Services. Officials say the inclusion of these units is expected to enhance coordination and clarify roles across different regulatory functions.

The NCAA stated that the revised manual is designed to promote uniformity in decision-making and operational procedures across all regional offices. It also aims to reduce inconsistencies in regulatory enforcement, improve communication between headquarters and field offices, and strengthen accountability within the Authority’s administrative framework.

At the presentation ceremony, copies of the reviewed manual were distributed to directors and regional managers, signaling the commencement of its implementation phase. Officials described this step as critical to ensuring that the updated procedures are effectively adopted across all levels of the organization.

The Director-General of Civil Aviation, speaking through representatives at the event, emphasized that the review process was driven by the need to modernize internal systems in line with the dynamic nature of the aviation industry. He noted that regulatory bodies must continuously adapt to technological advancements, safety requirements, and global best practices in order to remain effective.

The committee secretary, Oyewumi Oyelade, expressed appreciation to the Authority’s leadership and all stakeholders involved in the exercise, noting that the successful completion of the review was the result of collaborative effort across multiple departments. He highlighted the importance of inclusive participation in shaping policies that directly affect operational efficiency.

Industry observers say the review is part of a broader institutional reform agenda within the NCAA aimed at strengthening Nigeria’s aviation oversight capacity. The aviation sector has in recent years faced increasing demands related to safety compliance, passenger rights protection, airspace management, and regulatory transparency.

By updating its regional operations manual, the NCAA is expected to enhance its ability to respond more effectively to operational challenges across different parts of the country. The regional structure of the Authority plays a key role in monitoring airline operations, enforcing safety regulations, and ensuring compliance with national and international aviation standards.

Analysts note that aligning regional procedures with global standards is particularly important for Nigeria as it seeks to maintain credibility within international aviation networks. Compliance with ICAO guidelines is often viewed as essential for ensuring safe, secure, and efficient air transport systems.

The review also reflects ongoing efforts to strengthen internal governance within public institutions, with emphasis on clarity of roles, improved coordination, and reduced bureaucratic inefficiencies. Officials say the updated manual is expected to serve as a key reference document for staff across all NCAA offices.

As implementation begins, attention will now shift to how effectively the revised procedures are applied in practice. Training and sensitization of staff are expected to play a crucial role in ensuring smooth transition to the new operational framework.

The NCAA has reaffirmed its commitment to continuous improvement and institutional strengthening, stating that the review of internal policies will remain an ongoing process as the aviation sector continues to evolve.
