Kebbi Hisbah Arrests 25 Youths During Raid on Hotel Over Alleged Immoral Conduct

BIRNIN KEBBI, Nigeria — July 4, 2026 — The Kebbi State Hisbah Board has arrested 25 young people during an operation at a hotel in Birnin Kebbi over allegations of engaging in acts considered immoral under the state's Islamic moral code.

The arrests were carried out on Friday, July 3, 2026, during a routine enforcement operation conducted by officials of the Hisbah Board. Authorities said the raid formed part of ongoing efforts to enforce public morality and ensure compliance with Islamic and state laws governing social conduct.

According to the Hisbah Board, those arrested comprised both male and female youths who were allegedly found in compromising situations inside rooms at the hotel during the operation. Officials said the suspects were taken into custody for questioning while investigations continue into the circumstances surrounding the incident.

Hisbah authorities stated that the operation followed intelligence reports alleging that the hotel had become a gathering point for activities considered contrary to the moral values upheld in the state. They added that similar enforcement exercises would continue across Kebbi to discourage unlawful and immoral behaviour.

The board said parents and guardians would be contacted where necessary, while appropriate legal or administrative measures would be taken against anyone found to have violated existing laws after investigations are concluded.

Officials also warned hotel owners and operators against allowing their premises to be used for activities that contravene the laws of Kebbi State, stressing that establishments found to be aiding such practices could face sanctions.

Hisbah, an Islamic moral enforcement body operating in several northern Nigerian states, is responsible for promoting public morality and enforcing aspects of Sharia law in states where it is recognised. Its activities often include campaigns against alcohol consumption, prostitution, gambling and other acts regarded as contrary to Islamic principles.

Authorities said investigations into the latest arrests are ongoing, while the suspects remain presumed innocent unless proven guilty through the appropriate legal process.
