Chelsea Football Club have been fined £10 million and handed a suspended two-window registration ban after admitting to 74 breaches of Football Association regulations relating to football agents, intermediaries, and third-party investment in players. The sanctions, announced on Friday, July 31, 2026, follow an independent appeal board's decision that overturned a suspended six-point deduction originally imposed by a regulatory commission. The club's current ownership, led by Todd Boehly and Clearlake Capital, self-reported the historical breaches to football authorities in 2022 during the process of acquiring the club from Russian billionaire Roman Abramovich.
The FA confirmed that an independent regulatory commission initially imposed a six-point deduction, suspended until June 30, 2027, alongside the £10 million fine. However, Chelsea appealed against the points penalty, and an independent appeal board set aside that sanction, replacing it with a registration ban for two complete and consecutive transfer windows. The ban is suspended until June 30, 2027, meaning it will only be activated if Chelsea commit similar breaches before that date. The £10 million fine was not subject to appeal, and the full amount will be invested into grassroots football initiatives.
According to the FA, the breaches relate to the club's Football Agent Regulations, Regulations on Working with Intermediaries, and Third Party Investment in Players Regulations. Chelsea admitted to making approximately £47 million in secret payments to unregistered agents and third parties over transfers between 2011 and 2018, with the majority of the offences occurring during the Abramovich era. The breaches span a period from 2009 to 2022, with the FA noting that they "primarily events that occurred between the 2010-11 to 2015-16 playing seasons."
Chelsea have previously entered sanction settlements with the Premier League and UEFA concerning the same self-reported regulatory matters. In March 2026, the club was fined a record £10.75 million for breaches of Premier League regulations and handed a one-year first-team transfer ban, suspended for two years, along with an immediate nine-month ban on academy player transfers. Friday's FA ruling brings all regulatory proceedings against the club to a close.
In a statement, Chelsea said: "In 2022, the club self-reported potential historical rule breaches to all applicable regulators. Following that report, it has worked openly and transparently with all regulators, including voluntarily and proactively disclosing many thousands of documents. The club is pleased to confirm that, now the FA process has concluded, this brings all regulatory proceedings against the club to a close. We are grateful to UEFA, the Premier League and the FA for their engagement with the club throughout these processes."
The FA confirmed that it is continuing to investigate individual misconduct arising out of the case, indicating that while the club has resolved its institutional liability, individuals involved in the breaches may still face separate disciplinary proceedings. The sanctions bring an end to a lengthy investigation into Chelsea's historical dealings with agents and intermediaries, a period that had cast a shadow over the club's compliance record. With the suspended transfer ban now in place, Chelsea will be able to register new players freely for the upcoming transfer windows, provided they avoid any similar breaches before the June 2027 deadline. However, any further violations could trigger the activation of the ban, which would prevent the club from registering new players for two complete windows.
