In a decisive move that underscores his administration's commitment to fiscal discipline and institutional continuity, Ekiti State Governor Biodun Oyebanji has approved the immediate reappointment of Mrs Titilayo Olarike Olayinka as the state's Accountant-General. The reappointment, announced on Tuesday, August 25, 2026, came barely 24 hours after Mrs Olayinka officially retired from the state civil service upon attaining the mandatory retirement age of 60. According to a statement issued by the Governor's Chief Press Secretary, Olayinka Oyebode, the decision reflects Governor Oyebanji's resolve to retain highly competent hands in strategic positions as preparations for his second-term administration gather momentum.
Mrs Olayinka previously served as Accountant-General and Permanent Secretary from November 28, 2019, until her retirement on August 24, 2026. Her reappointment is widely seen as an endorsement of her remarkable contributions to Ekiti State's improved standing in accountability, transparency and fiscal management over the past six years. Under her watch, Ekiti State secured the Number 1 ranking in the BudgIT State Fiscal Transparency League for the second, third, and fourth quarters of 2024 and all four quarters of 2025. The state was also adjudged one of the leading states in local government budget transparency and the Subnational Audit Efficacy Index, while ranking among the top 10 states in the federation for publishing detailed and accessible budget information for all its local government areas and local council development areas.
Governor Oyebanji has tasked the new Accountant-General with an expanded mandate to design and implement a comprehensive training programme for accountants across the state civil service, aimed at enhancing professional capacity and institutional knowledge. Mrs Olayinka, a Fellow of the Institute of Chartered Accountants of Nigeria (FCA) and an Associate member of the Chartered Institute of Taxation of Nigeria (ACTI), holds a Bachelor's degree in Accounting and a Master of Business Administration (MBA). With extensive experience spanning the private sector, public service, and international development, she brings a wealth of expertise in accounting, auditing, project management, expenditure control, and procurement.
Her career trajectory includes stints with reputable accounting firms, service as an accountant with Owena Mass Transportation Company in 1992, and roles as Group Internal Auditor/Chief Accountant at Ondo State Investment Holding Company. Between 1999 and 2003, she served as State Programme Accountant for the United Nations Development Programme (UNDP). She also held senior accounting positions in key government agencies, including the Ministry of Health, the Ekiti State Project Financial Management Unit (World Bank), the Ministry of Information, and the State Universal Basic Education Board, before rising to the position of Deputy Accountant-General and subsequently Accountant-General and Permanent Secretary. With this reappointment, Ekiti joins a growing number of states, including Enugu, Osun, and Akwa Ibom, that have engaged seasoned retired Accountants-General to head their treasury operations.
