
Director-General of the National Orientation Agency (NOA), Mallam Lanre Issa-Onilu, is participating in the Executive Programme on Integrated Performance, Accountability, and Digital Risk Management for Public Sector Leaders in Casablanca, Morocco.
Organised by the Bureau of Public Service Reforms (BPSR) and the Africa Development Studies Centre (ADSC), the programme is designed to strengthen digital governance, accountability, and citizen-focused service delivery in Nigeria.
In his address, Mallam Issa-Onilu highlighted NOA’s use of digital tools, including the AI-powered CLHEEAN platform, to provide citizens with real-time information on government policies, recommending its adoption for enhanced performance and accountability across public institutions.
The sessions were officially opened by Dr. D.I. Arabi, Director-General of BPSR, who noted that the training aligns with President Bola Ahmed Tinubu’s eighth priority of promoting inclusiveness through measurable key performance indicators.
The programme featured insights from Moroccan expert Hasnaa Boutzil on citizen-focused reforms, merit, transparency, and demand-driven infrastructure. Participants examined case studies using strategic frameworks such as the Balanced Scorecard, Strategy Maps, Logic Models, and the Theory of Change. Representatives from NITDA, AMCOM, and the Ministry of Finance, alongside facilitators Victor Walsh Oluwafemi, Youssef Talabi, and Dr. Idahosa Osamhanze, contributed to discussions on improving performance and accountability in Nigeria’s public service.
