
The Federal Government has taken a bold step towards reshaping the nation’s civil service with the inauguration of the Steering Committee and Project Implementation Team under a new partnership with the United Nations Development Programme (UNDP).
The initiative follows a Memorandum of Understanding (MoU) signed earlier this year between the Office of the Head of the Civil Service of the Federation (OHCSF) and the UNDP during the maiden International Civil Service Conference.
Speaking at the inauguration, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, OON, mni, said the collaboration is designed to strengthen reforms through innovation, digital transformation, and workforce development in line with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP-25).
She noted that the Steering Committee will focus on policy direction, oversight, and resource mobilization, while the Project Implementation Team will manage day-to-day activities, risk control, and stakeholder engagement. Both teams are expected to deliver results within three years.
Mrs. Walson-Jack highlighted UNDP’s past contributions, including the capacity-building study tour to Singapore and the ongoing upgrade of the Public Service Institute of Nigeria into a Center of Excellence. She urged committee members to discharge their duties with urgency and patriotism, emphasizing that the target is to build a digital, transparent, and citizen-centered service by 2028, in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
Permanent Secretary, Service Policies and Strategies Office, Dr. Deborah Odoh, described the move as a landmark in strengthening the civil service, stressing that an efficient workforce is central to Nigeria’s progress.
In her goodwill message, the UNDP Resident Representative, Mrs. Elsie Attafuah, reaffirmed the organization’s commitment to the partnership, noting that innovation and youth engagement remain key drivers of a modernized public service.
Responding on behalf of the committees, Engr. Nelson Dumebi Madu, PhD, pledged that members will work diligently to meet the goals of the MoU and justify the confidence placed in them.
The inauguration reflects the Federal Government’s determination to create a world-class public service that is not only efficient and professional but also globally competitive.
