NPC Chairman Meets CISON Leadership to Strengthen Statistical Collaboration and Data-Driven Policymaking

The Chairman of the National Population Commission (NPC), Hon. Nasir Isa Kwarra, FCISON, met with the President of the Chartered Institute of Statisticians of Nigeria (CISON), Dr. Godday Ebuh, and his team on Thursday, 18th September 2025, at the Commission’s Headquarters in Abuja. The meeting focused on updating the NPC on CISON’s initiatives and exploring collaborative opportunities to enhance statistical practices and the use of data in policymaking.

Hon. Kwarra expressed appreciation for the visit, assuring the CISON delegation of the NPC’s support for the Institute’s activities. He encouraged NPC staff to register with CISON, noting that as a leading data-generating agency, the Commission should have the highest membership within the Institute.

Highlighting the NPC’s central role in providing demographic, socio-economic, and geospatial data for evidence-based planning, Hon. Kwarra reaffirmed the Commission’s readiness to conduct the forthcoming Population and Housing Census, pending official proclamation by President Bola Ahmed Tinubu. He revealed that the President has directed the use of a biometric approach for the next census, in line with United Nations recommendations for the 2030 global round of censuses.

The NPC Chairman also discussed ongoing initiatives, including the digitization of the Civil Registration and Vital Statistics (CRVS) system. He noted collaborations with UNICEF, the National Identity Management Commission (NIMC), and the Association of Local Governments of Nigeria (ALGON) to expand national data coverage. Hon. Kwarra emphasized the Commission’s commitment to strengthening partnerships with CISON to effectively fulfill its mandate.

In response, Dr. Ebuh commended the NPC for its achievements, describing the Commission as a “geospatial champion.” He stressed the urgency of conducting the next census promptly, cautioning against relying solely on estimates for national planning. Dr. Ebuh further noted that while the NPC is a corporate member of CISON, it should regularize its membership to foster closer collaboration. He extended a formal invitation for the Commission to participate in CISON’s upcoming Annual Conference in Asaba, Delta State, ensuring that the NPC’s key areas of concern are included in the discussions.

The Director-General of the NPC, Dr. Osifo Tellson Ojogun, highlighted that Chairman Kwarra has emphasized the importance of the Commission’s active participation in the conference to make its presence felt.

Other key NPC officials present at the meeting included Director of Accounts, Hajia Zainab Agbaje; Director of Planning and Research, Mr. Joseph Rotimi Ilelaboye; Director of Census Department, Dr. Inuwa Jalingo; Census Manager, Mrs. Titilayo Hammed; and Deputy Director of Public Affairs, Mr. Azeez Amoo, who also serves as Protocol Officer to the Chairman.

This engagement represents a significant step in strengthening the relationship between NPC and CISON, paving the way for improved statistical practices, better data utilization, and more informed policymaking in Nigeria.
