Katsina cracks down on gang violence as Governor Radda signs sweeping anti-thuggery order

The Governor of Katsina State, Dikko Umaru Radda, has enacted a far-reaching executive order aimed at curbing the rising tide of gang-related violence, street thuggery, and public disorder across the state, marking one of the most comprehensive state-level security interventions in recent months.

The directive, formally titled the Miscreant Activities (Suppression) Order, 2026, was signed at the Government House in Katsina, where the governor outlined a robust legal and operational framework designed to confront criminal networks commonly associated with “Kauraye” and other forms of organized street violence. The move comes amid growing concern over youth-driven gang activity, particularly in urban centres where incidents of assault, intimidation, and public unrest have reportedly increased.

Speaking at the signing ceremony, Radda emphasized that his administration would adopt a zero-tolerance stance toward lawlessness, declaring that any act capable of undermining public peace would be met with decisive action. He described the executive order as a necessary step to restore order and reinforce public confidence in the state’s security architecture.

The legal foundation of the order draws from Section 5(2) of the 1999 Constitution of the Federal Republic of Nigeria, as amended, alongside relevant provisions of the Penal Code. These provisions empower the state government to take coordinated measures to prevent and prosecute criminal conduct, particularly where public safety is threatened.

At the core of the initiative is the establishment of the Katsina State Kauraye and Thuggery Suppression Task Force, a multi-agency body mandated to identify, disrupt, and dismantle criminal networks operating within the state. The task force brings together key national and local security institutions, including the Nigeria Police Force, the Department of State Services, the Nigeria Security and Civil Defence Corps, and the National Drug Law Enforcement Agency.

In addition, the task force incorporates state-level actors such as the Katsina State Community Watch Corps and the Katsina State Hisbah Board, alongside representatives from relevant ministries and the Association of Local Government Chairmen. This integrated structure is intended to ensure seamless coordination between intelligence gathering, enforcement, and prosecution.

According to the governor, the task force will deploy intelligence-led strategies to identify hotspots and monitor suspected criminal elements. Its responsibilities include conducting targeted operations, arresting offenders, and ensuring their prompt prosecution in accordance with the law. Authorities are also empowered to confiscate weapons and other instruments used in criminal activities, a measure aimed at reducing the capacity of gangs to perpetrate violence.

Radda further disclosed that the task force would work closely with community stakeholders to address the root causes of thuggery, particularly the recruitment of young people into criminal networks. This community-focused approach, he said, is essential to achieving sustainable security outcomes and preventing the cycle of violence from continuing.

To reinforce enforcement, the state government has approved the establishment of mobile courts, a move designed to accelerate the judicial process for cases related to miscreant activities. The governor stated that the Attorney General would collaborate with the Office of the Chief Judge to operationalize these courts, ensuring that offenders are tried and sentenced without unnecessary delays.

Legal analysts note that the introduction of mobile courts reflects a growing trend among Nigerian states seeking to address case backlogs and deliver swift justice in matters involving public order. However, they also stress the importance of maintaining due process and safeguarding the rights of defendants, even as authorities pursue expedited proceedings.

The task force will operate under the supervision of the Ministry of Internal Security and Home Affairs, which is expected to coordinate its activities in collaboration with all participating agencies. This centralized oversight is intended to enhance accountability and ensure that operations are conducted within the bounds of the law.

The governor’s announcement was attended by several top government officials and stakeholders, including Secretary to the State Government Abdullahi Garba Faskari, Chairman of Katsina Local Government Isah Miqdad, and Commissioner for Internal Security and Home Affairs Nasiru Mu’azu Danmusa. Also present were Commissioner for Justice Fadila Mohammed Dikko and representatives of security agencies, underscoring the broad institutional support for the initiative.

Radda reassured residents that his administration remains firmly committed to protecting lives and property, describing the executive order as a decisive step toward restoring social stability. “We will not allow lawlessness to thrive in our state,” he said, adding that the government’s actions reflect a clear resolve to uphold the rule of law.

The crackdown comes at a time when several northern states are grappling with diverse security challenges, ranging from banditry and kidnapping to communal clashes and urban crime. While Katsina has been a focal point in the fight against rural banditry, the emergence of organized street gangs in urban areas has added a new dimension to the state’s security concerns.

Observers say the success of the executive order will depend largely on effective implementation, inter-agency cooperation, and sustained community engagement. Past efforts to curb similar activities in other states have yielded mixed results, often hindered by resource constraints, intelligence gaps, and issues of accountability.

Nonetheless, the establishment of a dedicated task force, backed by legal authority and supported by multiple agencies, is seen as a significant step toward addressing the problem. If effectively executed, the initiative could serve as a model for other states facing similar challenges.

For residents of Katsina, the government’s action offers a measure of reassurance in the face of growing insecurity. However, expectations remain high that the measures will translate into tangible improvements in safety and public order.

As the task force begins operations, attention will turn to its ability to deliver results, dismantle criminal networks, and restore confidence in the state’s capacity to maintain law and order in an increasingly complex security environment.
