
The Edo State Government, through the John Odigie-Oyegun Public Service Academy (JOOPSA), has concluded a two-day training programme on Contract Management for civil and public servants across Ministries, Departments and Agencies (MDAs) as part of its ongoing public service reforms.
Speaking at the event, JOOPSA’s Director-General, Mrs. Gina Otamere, commended Governor Sen. Monday Okpebholo for prioritizing workforce capacity development. She also acknowledged the support of the Head of Service, Dr. Anthony Okungbowa, in ensuring the success of the training.
Otamere urged participants to take full advantage of the sessions and apply the knowledge gained in their workplaces. She further encouraged them to uphold professionalism in the discharge of their duties.
Facilitating the training, Prof. Evelyn Umemezia led sessions on the fundamentals of contracts, including their definition, drafting, legal frameworks, and effective management. She stressed that true contract success lies not just in signing agreements but in systematic management to ensure compliance, performance, and value for money.
Another facilitator, veteran civil servant Mr. James A. Owolabi, spoke on Public Procurement, Governance, and Professional Roles. He highlighted the importance of governance frameworks in procurement, emphasizing ethics, compliance, and efficiency as critical to accountability, transparency, and institutional credibility.
Participants were reminded that contract management is not a “one-size-fits-all” process and that ethical conduct remains the foundation of credible public service.
Delivering the vote of thanks, Mr. Agboola Afekhuani from the Office of the Deputy Governor expressed appreciation to Governor Okpebholo for creating an enabling environment for capacity building. He also commended JOOPSA’s DG and the facilitators for their contributions to strengthening the professionalism of Edo’s workforce.
The training reinforces Edo State Government’s commitment to enhancing accountability, transparency, and effective service delivery in the public sector.
