The Lagos State Government has announced its commitment to a strategic partnership with the international NGO, Time for Africa Foundation, to accelerate sustainable urban and community development across key sectors including health, education, finance, agriculture, and social empowerment.

The announcement was made during a meeting held on Tuesday at the Ministry of Finance Conference Room, Secretariat, Alausa, where officials of the NGO, led by Founder/CEO Dr. Abiodun Olushola, were hosted by the Honourable Commissioner for Finance, Mr. Abayomi Oluyomi, alongside members of the Lagos State Executive Council, including Prof. Akin Abayomi (Health), Mrs. Bolaji Cecilia Dada (Women Affairs and Poverty Alleviation), and Mr. Jamiu Tolani Alli-Balogun (Basic and Secondary Education).

The collaboration aims to leverage Technology, Artificial Intelligence (AI), and Machine Learning (ML) to empower communities and improve service delivery in Lagos. Commissioner Oluyomi noted that the partnership aligns with the THEMES Plus Agenda, which prioritizes education, technology, health, environment, social inclusion, and sustainable economic growth.

Highlighting the state’s innovative financial strategies, Oluyomi announced the upcoming launch of Lagos State’s Green Bond, making Lagos the first sub-national entity in Nigeria to issue a climate-focused investment instrument. The bond is set to finance climate-resilient infrastructure and key sectors such as health, environment, and housing. He also mentioned initiatives like the securitisation and tokenisation of state assets to strengthen Lagos’ economic position.

Prof. Akin Abayomi detailed advances in the health sector, including precision diagnostics, early cancer detection, personalised treatments, and AI-driven data management, as well as efforts to localise medical solutions through indigenous research.

Mrs. Bolaji Cecilia Dada outlined empowerment initiatives for women and vulnerable groups, highlighting skill acquisition programs, startup support, and long-term socio-economic inclusion strategies.

In the education sector, Mr. Jamiu Tolani Alli-Balogun reaffirmed the state’s commitment to free education from early childhood to senior secondary level, payment of WAEC fees, construction of modern classrooms, reintegration of out-of-school children, and partnerships with UNICEF and the World Bank to ensure global best practices.

Dr. Abiodun Olushola praised the Lagos State Government for its forward-thinking policies and reaffirmed the foundation’s readiness to collaborate on training programs, investor-backed initiatives, and community empowerment using next-generation technologies.

The NGO delegation includes alumni from Oxford and Cambridge, such as Prevena Mohan, Leo Way, Ethan Wang, Kahhu Pathnayak, and Daniel Chapman. A follow-up meeting with additional commissioners is planned to formalize the partnership in alignment with the THEMES Plus Agenda.
