The Gombe State House of Assembly has held a public hearing on the bill initiated by Governor Muhammadu Inuwa Yahaya, CON, seeking to establish 13 new Local Council Development Areas (LCDAs) across the state.
The hearing attracted broad participation from civil society organizations, religious bodies (JNI and CAN), community associations, traditional rulers, professional groups (NBA), persons with special needs, and concerned citizens.
Declaring the hearing open, Speaker of the House, Hon. Abubakar Leggerewo, confirmed that the bill has already passed first and second readings, stressing its urgency as a people-centered policy designed to enhance grassroots governance and service delivery.
The Attorney General and Commissioner for Justice, Zubair Muhammad Umar, provided legal clarifications on the framework of the bill, including funding mechanisms, staffing structure, and accountability systems to ensure transparency and efficiency once enacted.
Chairman of the House Committee on Local Government and Chieftaincy Affairs, Hon. Musa Buba, disclosed that over 90% of stakeholders expressed strong support for the proposal. He clarified that the initiative does not create new Local Government Areas (LGAs) but rather strategic LCDAs aimed at deepening governance and accelerating development.
Stakeholders commended the inclusive nature of the process, with several pointing to the success of LCDAs in the South-West as a model that can be replicated in Northern Nigeria.
The House assured that all feedback and recommendations from the hearing will be carefully reviewed before the final passage of the bill, which is expected to shape the future of grassroots governance in Gombe State.
