The Lagos State Government has taken a major step in the fight against child sexual abuse with the official launch of the Child Sexual Abuse Investigative and Interview Protocol — a groundbreaking framework designed to protect child victims and strengthen prosecutions.
The initiative, launched by the Ministry of Justice in partnership with the Rule of Law and Anti-Corruption (RoLAC) Programme and the Cece Yara Foundation, is the first of its kind in Lagos. It provides investigators with a standardised, victim-centred approach to interviewing children who have been sexually abused.
Officials say the protocol will minimise trauma for child victims, preserve their dignity, and ensure their testimonies are credible and admissible in court.
“A Bold Step for Children” — Lagos Attorney-General
Speaking at the event, Lagos State Attorney-General and Commissioner for Justice, Mr. Lawal Pedro, SAN, described the new protocol as a turning point in the state’s justice system.
“Today is about giving a voice to children who have been silenced by fear and shame. This protocol ensures that every investigative step protects the child, preserves the integrity of evidence, and delivers justice swiftly and compassionately,” Pedro said.
He commended the newly certified forensic interviewers, urging them to carry out their responsibilities with empathy, professionalism, and integrity.
Pedro also reaffirmed the government’s commitment to stronger collaboration between the police, medical practitioners, social workers, and legal officers to ensure that child sexual abuse cases are handled with the sensitivity they deserve.
Stakeholders Applaud the Initiative
State Coordinator of RoLAC, Mrs. Ajibola Ijimakinwa, said the protocol reflects RoLAC’s mandate to reform the justice sector and protect vulnerable groups.
“This initiative will ensure that child victims receive justice without further harm. Our partnership with the Lagos State Government shows the power of collaboration when stakeholders unite for a common cause,” she said.
Founder of the Cece Yara Foundation, Mrs. Bola Tinubu, stressed the need for sustained action.
“Every child deserves to be heard in a safe and supportive environment. This initiative equips professionals with the right tools to listen, understand, and act in the best interest of the child,” she noted.
High Point of the Event
The launch climaxed with the presentation of certificates to newly certified forensic interviewers — a fresh team of trained professionals now equipped to conduct sensitive child interviews in line with international best practices.
The event drew participation from key stakeholders, including representatives from the Judiciary, Lagos State MDAs, the Nigeria Police Force, Child Protection Services, and civil society organisations.
