Delta State is preparing to launch a groundbreaking technology-powered Criminal Information System (CIS) designed to capture and digitally store the biometric and criminal data of offenders across all stages of the justice process. The initiative marks one of the state’s most ambitious steps toward modernizing law enforcement, prosecution, and judicial administration.
The Attorney-General and Commissioner for Justice, Ekemejero Ohwovoriole, SAN, announced the development during the fourth-quarter meeting of the Law Officers Association of Nigeria (LOAN) held in Asaba. He explained that the CIS will serve as a centralised digital hub containing fingerprints, eye colour, facial data, and complete criminal histories of individuals—whether they are merely arraigned, awaiting trial, undergoing prosecution, convicted, or currently serving sentences.
Ohwovoriole said the system aligns with Governor Sheriff Oborevwori’s MORE Agenda, which prioritises reforms aimed at enhancing transparency, efficiency and accountability in the justice sector. According to him, the CIS will not only support real-time policing and effective prosecution but will also serve long-term civic and administrative purposes such as identity verification, employment vetting, and passport or immigration processing.
He confirmed that groundwork for the system has already commenced, with full-scale deployment expected within the next three months. Once operational, all law enforcement agencies, correctional facilities, and justice-sector institutions in the state will be linked to the database to ensure uninterrupted information sharing.
Speaking at the event, LOAN National President, Comrade Ernest Edomwonyi, commended Delta State law officers for their commitment to upholding justice and maintaining professionalism despite challenges facing the sector. He renewed calls for reforms such as better remuneration, improved working conditions, and increased training opportunities to enhance productivity and ethical standards.
The meeting brought together legal officers and justice-sector stakeholders from across the country, underscoring Delta State’s growing role in driving innovative reforms within Nigeria’s judicial and criminal justice system.
