Oyo State Government has announced the commencement of the application process for the constitution of the 3rd Assembly of the Oyo State Youth Parliament, an initiative aimed at strengthening youth participation in governance and leadership development across the state.

The announcement was made by the Oyo State Agency for Youth Development, located at the Secretariat in Agodi, Ibadan, following approval by the state government under the leadership of Governor Seyi Makinde. The programme is designed to provide a structured platform for young people between the ages of 15 and 29 to engage in legislative simulation, civic education, and policy advocacy.

According to the agency, applicants seeking to be part of the Youth Parliament must be Nigerian citizens and indigenes or residents of Oyo State, within the specified age bracket. They are also required to possess a minimum of Senior Secondary School Certificate or its equivalent and demonstrate a clear interest in youth development and leadership activities.

The eligibility criteria further state that applicants must not have any criminal record and must not be associated with secret cult groups. In addition, candidates are expected to maintain a clean record regarding illicit drug use and must provide a Local Government Identification Certificate as part of the documentation process.

Successful applicants are required to complete an online registration through the official portal of the Oyo State Agency for Youth Development. After filling the application form, candidates must print out their submission and attach all required documents before physically submitting them to the agency’s office at the basement of the Ministry of Culture and Tourism within the State Secretariat, Agodi, Ibadan.

The registration window is open for a period of two weeks, commencing on 14 April 2026 and closing on 28 April 2026. The agency has urged interested youths to complete their applications within the stipulated timeframe, warning that late submissions will not be considered under any circumstances.

Officials explained that the Youth Parliament initiative is intended to nurture civic responsibility among young people, build leadership capacity, and create a pipeline of future leaders who are familiar with legislative processes and democratic governance. The programme is also expected to enhance youth engagement in policy discussions affecting their communities.

For enquiries, applicants may contact the agency through the provided telephone line, while also noting the requirement that all submissions must be accompanied by proper identification documents including birth certificates, local government identification, and other verified records as specified by the agency.

The Oyo State Government emphasized that the Youth Parliament remains a strategic initiative aimed at bridging the gap between government institutions and young citizens, ensuring that youth voices are represented in governance processes at the state level. It also reflects ongoing efforts to institutionalize youth participation in democratic development.

Stakeholders in youth development across Oyo State have welcomed the announcement, describing the initiative as an important step toward inclusive governance. They noted that structured youth engagement programmes such as the Youth Parliament can help reduce apathy and encourage active participation in civic responsibilities.

Observers note that youth parliaments in several Nigerian states have become increasingly important as platforms for civic education and leadership grooming, often mirroring legislative procedures in formal assemblies while allowing participants to debate motions, draft bills, and engage in structured deliberations on governance issues affecting their communities.

Officials further stressed that the documentation requirements were designed to ensure transparency and credibility in the selection process, noting that the insistence on birth certificates rather than sworn affidavits is intended to prevent identity manipulation and ensure that only eligible applicants are admitted into the programme.

Education and youth development experts have also pointed out that initiatives such as the Youth Parliament can serve as training grounds for future political leaders, providing early exposure to legislative processes, public speaking, and policy analysis, which are essential skills in democratic governance.

Local youth organizations in Oyo State are expected to play a supportive role in encouraging qualified candidates to apply, with some groups already beginning awareness campaigns to ensure that eligible young people across rural and urban communities are informed about the opportunity.

According to administrative guidelines, shortlisted candidates will undergo a review process that may include interviews, verification of submitted documents, and assessment of their interest in youth advocacy and leadership potential before final selection into the Youth Parliament.

The initiative is also expected to contribute to strengthening democratic culture in Oyo State by fostering dialogue between young citizens and policymakers, thereby ensuring that governance decisions reflect the aspirations and concerns of a broader segment of the population.

Authorities have assured that the application process will be closely monitored to ensure fairness and inclusivity, with a commitment to selecting participants from all local government areas of the state to guarantee balanced representation in the Youth Parliament.

Beyond governance training, the Youth Parliament is widely seen as a mechanism for promoting unity, civic awareness, and constructive engagement among young people in Oyo State, helping to channel youthful energy into productive democratic participation and community development initiatives.

State officials reiterated that the initiative aligns with broader youth empowerment policies aimed at equipping young people with skills, exposure, and opportunities necessary for active citizenship and future leadership roles. They emphasized that the Youth Parliament would serve not only as a symbolic institution but also as a practical learning environment where participants can understand the workings of government, legislative debate, and policy formulation. The agency urged interested applicants to carefully follow all instructions, ensure accuracy in documentation, and submit their forms within the stipulated deadline to avoid disqualification. They further encouraged young people across the state to take advantage of the opportunity, describing it as a pathway to meaningful engagement in governance and civic responsibility. Officials also noted that continuous engagement with youth organizations and educational institutions will remain central to sustaining the success of the programme, ensuring that awareness is expanded and participation becomes more inclusive across diverse communities in the state. Implementation will continue to be reviewed periodically to measure impact and ensure long term effectiveness of the initiative.
