The Nigerian Content Development and Monitoring Board (NCDMB), in partnership with TotalEnergies, Poseidon Energy Services Limited and PM4Success International, on Wednesday, July 1, 2026, officially commenced the Nigerian Content Human Capacity Development (NC-HCD) Training Programme under the Provision of Coiled Tubing and Nitrogen Pumping Services Project. The flag-off ceremony, held in Port Harcourt, Rivers State, marked a significant milestone in the Board's ongoing efforts to build a skilled, competent, and self-sustaining workforce for Nigeria's oil and gas industry.
The programme, which is expected to run for a specified duration, is designed to equip young Nigerians with industry-relevant technical and professional competencies in coiled tubing and nitrogen pumping services, two critical areas in well intervention and production optimisation. The training aligns with the Board's commitment to developing indigenous capacity and deepening Nigerian Content in the oil and gas sector, in line with the provisions of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act.
Speaking at the event, the General Manager, Human Capacity Development at NCDMB, Ms. Alexis Emelle, described the initiative as a deliberate investment in the future of Nigeria's oil and gas industry. She noted that the programme is not just a training exercise but a strategic intervention aimed at closing the skills gap in specialised service areas. "This is not just the kick-off of any training; it is the opening of a door that does not remain open forever. Opportunity is not just a gift; it is a test," she said, urging participants to remain committed, disciplined, and fully engaged throughout the programme.
She further stressed that the NCDMB remains committed to ensuring that training programmes are guided by real labour market needs, in line with the Board's 60-20-20 Human Capacity Development strategy, which allocates most training to direct employment and entrepreneurship outcomes. The initiative reflects the Board's determination to create sustainable employment opportunities for Nigerians while strengthening local participation in high-value segments of the oil and gas sector.
Representatives of TotalEnergies, Poseidon Energy Services Limited, and PM4Success International also addressed the participants, reaffirming their commitment to the success of the programme. The Acting Manager, Human Capacity Development at TotalEnergies, Dr. Sunny Dickay, highlighted the importance of strategic partnerships in developing the next generation of industry professionals. "Through this partnership, we are nurturing the young generation to ensure that Nigeria remains competitive in the oil and gas industry," he said. He encouraged participants to embrace the programme with a spirit of partnership, collaboration, and dedication.
PM4Success International, a leading human capacity development company accredited by the Centre for Management Development (CMD), brings its wealth of experience in delivering specialised training to industry giants such as the NCDMB, NLNG, Chevron, and Baker Hughes. The company is known for aligning its programmes with the NCDMB's 60-20-20 Strategic Training Model to ensure measurable employment and growth outcomes. Poseidon Energy Services Limited, a key player in the oil and gas service sector, also expressed its commitment to supporting the training and providing practical exposure to the participants.
The training programme is structured to provide participants with a comprehensive understanding of coiled tubing and nitrogen pumping operations, including equipment, applications, job design principles, and techniques for acidising and stimulation. Participants will undergo a combination of classroom-based learning and practical job training, designed to equip them with the skills required to support well intervention and production optimisation activities.
While the specific number of beneficiaries and the exact duration of the programme were not immediately disclosed, the initiative is expected to contribute significantly to the development of a skilled workforce capable of supporting the long-term growth and competitiveness of Nigeria's oil and gas industry. The programme underscores NCDMB's continued commitment to strengthening local capacity, promoting knowledge transfer, and creating sustainable employment opportunities for Nigerians.
The launch of the NC-HCD Training Programme on Coiled Tubing and Nitrogen Pumping Services is a testament to the NCDMB's resolve to deepen Nigerian Content and reduce the country's reliance on foreign expertise in critical areas of the oil and gas value chain. By equipping young Nigerians with specialised skills, the Board is not only creating job opportunities but also positioning the country to compete effectively on the global stage.
As the programme kicks off, participants have been urged to make the most of the opportunity, with stakeholders expressing confidence that the initiative would make a significant contribution to the development of skilled manpower in Nigeria's oil and gas industry. The training is expected to produce a new generation of professionals who will drive innovation, improve operational efficiency, and contribute to the sustainable growth of the sector.
