Bayelsa Government Bans Extra Levies on Investors, Boosts Business Environment

The Bayelsa State Government has announced a ban on the imposition and collection of development levies from investors and property developers by Community Development Committees, youth organizations, and similar groups across the state. This directive, according to the Commissioner for Information, Orientation and Strategy, Hon. Ebiuwou Koku-Obiyai, is part of the government’s ongoing efforts to fast-track development, remove unnecessary financial burdens on investors, and create a more business-friendly environment in Bayelsa.

Historically, investors and developers in the state were often asked to pay informal levies to CDCs and local youth groups as a condition for carrying out construction or development projects. While originally intended to support community initiatives, these payments had, over time, become inconsistent, sometimes excessive, and in certain cases arbitrary, slowing down projects and adding unplanned costs. The government’s new directive aims to end these practices, ensuring that investments proceed without unnecessary interference while safeguarding the interests of both developers and communities.

The administration has emphasized that all CDCs and youth groups must immediately cease demanding or collecting such levies, warning that violations will attract strict sanctions. Stakeholders have welcomed the move, noting that it signals a commitment by Governor Douye Diri’s government to streamline processes, attract investments, and strengthen sustainable development in the state, fostering confidence among investors and accelerating economic growth.
