Nigeria, UAE Sign Landmark MoU to Deploy Advanced Cargo Systems at Airports

The Federal Government of Nigeria has entered a landmark partnership with DALIL UAE to implement Advanced Cargo Information (ACI) systems across airports nationwide, signaling a major step in modernizing the country’s aviation and logistics infrastructure. The Memorandum of Understanding was signed by the Honourable Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, CON, FCIArb (UK), who described the initiative as pivotal in positioning Nigeria as a leading aviation and logistics hub in Africa.

Keyamo stated that the project will begin with feasibility studies in October 2025, followed by a nationwide rollout slated for the third quarter of 2026. He highlighted that ACI systems will significantly enhance aviation security by enabling early detection of high-risk cargo, reducing clearance bottlenecks, and streamlining cargo processing. The system is also expected to improve government revenue collection through real-time data capture and facilitate international trade by aligning operations with global standards set by ICAO and the WCO.

The minister emphasized that the partnership with DALIL UAE extends beyond technological collaboration, aiming to embed resilience, efficiency, and competitiveness into Nigeria’s aviation value chain. “This MoU is not just about technology transfer; it is about building resilience, efficiency, and competitiveness in Nigeria’s aviation sector. Nigeria is now set to leverage cutting-edge innovation to drive security, trade facilitation, and revenue growth,” he said.

Keyamo also assured that the Federal Government will maintain a supportive policy environment to ensure the smooth implementation and sustainability of the project, positioning Nigeria among a select group of nations adopting advanced cargo intelligence solutions to enhance safety, efficiency, and global trade facilitation.
